Description
The Department plans to procure contract services from Advanced Technology Systems, Inc. to provide operations, corrective maintenance, and transition support for the Tenant Rental Assistance Certification System (TRACS) on a sole sources basis. The anticipated period of performance is 4 months. Currently, a competitive procurement process for the award of a new contract for the system is underway. The proposed procurement will act as bridge to continue services until the competitive procurement is awarded. The Tenant Rental Assistance Certification System (TRACS) is the project management tool for HUD’s Office of Multifamily Housing, providing direct on-line support to field project managers, Headquarters staff, and Contract Administrators. TRACS is the official source of data on Multifamily Housing’s portfolio of rental assistance programs. Operations and corrective maintenance support will enable the system to process contracts and tenant certifications and to authorize monthly assistance payments without interruption. Competition of the required services to continue operations of the system during the procurement process at this time, would put the program at risk and result in unacceptable delays or stoppage of the agency’s critical requirements of TRACS. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2. Interested persons may identify their interest to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 15 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The contract type is anticipated to be firm fixed-price.
