Description
The U. S. Department of Commerce, National Telecommunication and Information Administration (NTIA) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with M/A-COM Wireless Systems for the purchase of Project 25, TIA-102 compliant, digital Land Mobile Radio (LMR) subscriber units and repeaters. This is one of several procurements intended to assemble an inventory of currently available, terrestrial-based, Project 25 compatible radios for the purpose of common air interface interoperability testing. (At this time airborne radios are not desired.) The subscriber units and repeaters must at the minimum support Project 25 Conventional Voice operation as defined in TIA-102. The following Optional TIA-102 compliant features will be purchased for each radio provided they are currently available: Project 25 Trunking operation (which supports the 9600 bps control channel), DES encryption, AES encryption, and Over the Air Rekeying (OTAR). Radio models in each of the following bands are required: VHF, UHF, and 800 MHz. The VHF, UHF, and 800 MHz radios must at the minimum support Operation in the 162-174 MHz, 406-420, and 806-870 MHz frequency bands, respectively. At this time 700 MHz band operation is not required. Testing is currently being performed on the following Project 25 radios and base stations: Thales Communications, Motorola, EF Johnson, Daniels, Relm B-K, Datron, Kenwood, and King Communications. This procurement is being conducted per FAR Part 12, Acquisition of Commercial Items (NTE $100K). FAR Clauses in full text are available at http://www.ARNET.gov/far/. The following provisions and clauses shall apply to this solicitation: 1. FAR 52.212-1, Instructions to Offerors-Commercial Items. 2. FAR 52.212-2, Evaluation-Commercial Items. The government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer will represent the best value to the government. 3. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors must include a completed copy of Offeror Representations and Certifications along with the offer. 4. FAR 52.212-4, Contract Terms and Conditions-Commercial Items. 5. FAR 52.212-5, Contract Terms and Conditions required to implement statutes or executive orders-Commercial Items. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not other manufacturers exist.
