- Description
- The office of National Marine Fisheries Service, Alaska Region intends to issue a sole source contract in accordance with FAR PART 13, Simplified Acquisition Procedures to Aleut Community of St. George Island, Traditional Council/Tribal Government. Purpose of proposed contract is to provide for necessary services to continue the implementation of the official co-management agreement between the National Marine Fisheries Service, Alaska Region and the tribal government of St. George Island as authorized by section 119 of the Marine Mammal Protection Act. The period of performance is anticipated to be about 11 months from date of the award. The contractor will be responsible for the following: 1.) Putting up and taking down the rookery closure signs and gates 2.)Being backup to the NMFS caretaker to look after the NMFS facilities 3.)Doing observations, monitoring, and documenting status of a variety of factors and events relative to marine wildlife species and the natural environment of St. George Island and submitting quarterly reports to NMFS 4.)Monitoring Steller sea lion activities on the island and sending monthly reports to the NMFS Steller sea lion manager 5.)Participate in the Pribilof Island Collaborative process along with the Traditional Council President 6.)Work with the St. George Traditional Council to develop harvest management plans for northern fur seals and Steller sea lions 7.)Collect teeth for NMML from the yearly seal harvest 8.)Assist NMML with bull counts and pup shearing 9.)Do a female entanglement survey while on bull counts 10.)Be trained to do disentanglement and head up a local disentanglement team 11.)Be trained to do the analysis of the collected seal teeth 12.)Attend various trainings or conferences that will be of value for improving observations, monitoring, and documenting skills 13.)Assist the Traditional Council president with information when he/she attends the NPFMC/Fur Seal Committee meetings 14.)Maintaining the equipment purchase under this agreement in good working condition and keeping an inventory of all equipment 15.)Doing outreach to the community 16.)Marine debris removal, where and when possible, on fur seal rookeries.
