Description

The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis a purchase order to Dr. David Madigan and Rutgers University, New Brunswick, NJ 08901. The purchase order is for procuring an expert statistical consultant to perform data analysis of the non human primate AVA vaccine study. The data analysis must be performed by using Bayesian Binary Regression. This work is part of an ongoing study. Macaca mulatta (Rhesus macaques) were immunized and followed for varying lengths of time prior to challange. These times ranges from 18-42 months after first injection. Blood was drawn at scheduled intervals to perform bioassays to mesaure different biological endpoints. These assay data are now availible for analysis and will be correlated with challange results. The authority for this sole source procurement is FAR part 6.302-1, in that Dr. Madigan and Rutgers University were part of the original study and are familar with government propriatary information. This is not a request for competitive proposals and no solicitation is availible. Firms who belive they can provide the required service are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of the synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
