Description
1. This is a combined synopsis/solicitation, to procure commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested, and a written solicitation will not be issued. This procurement is being issued as a Notice of Intent (NOI5030). This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-27. This is not a small business Set-Aside. The North American Industry Classification Code (NAICS) is 334516 and the Small Business size standard is 100 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a Biacore 3000 Processing Unit and extended warranty using Simplified Acquisition Procedures with Biacore. The purpose of this acquisition is to purchase the Biacore 3000 SPR, which allows for direct characterization of kinetic binding and dissociation between macromolecular, antibodies and other ligands. Requirements of this equipment include: 1) provide information about active concentration, kinetic rate constants and affinity data for molecular interaction in specific concentrations ranging from picomolar to millimolar; 2) ability to detect extremely wide range of molecular masses ranging from ca. 200Da to the size of bacteriophage particles or whole cells; 3) capable of studying formation of multimeric complex requiring stepwise formation, the Biacore can capture all the partners of a complex on a sensor chip, allowing subsequent identification by MS or tandem mass spectrometry; 4) offers full range of sensor surfaces, including dextran, which means a wider range of analytes can be characterized; 5) allows for small volume elution of captured molecules; 6) screening of gp120:antibody complexes are compatible with the binding of small molecule leads; 7) biosensor whose chip surface if reusable for multiple (often hundreds) sample cycles by automatic injection of regeneration solution between sample injections; 8) incorporates a single sensor surface overlaid by four flow cells, each with a volume of 20nL; 9) offers 3 options for subsequent identification of binding partners by other techniques including MS and PCR; 10) bound unknown analyte partners are identified directly on the chip by placing the chip on a MALDI target; 11) bound analyte can be eluted or digested and recovered pure in as little as 2uL of a MS-compatible buffer into a vial or microtiter plate; and 12) bound analyte can be eludited or digested and recovered in pure in as little as 2uL onto a MALDI target and the MALDI matrix applied to the recovered sample. Product description: 1) Biacore 3000 processing unit, system operations kit, support documentation, software and accessories; 2) Biacore 3000 system accessories, sensor chip package, reagent package, vial and cap package, start-up kit and maintenance kit; 3) Biacore 3000 computer system, including CPU, monitor and printer; 4) Biacore 3000 recovery upgrade package, includes Biacore control software V4.1, Biacore evaluation software V4.0, surface prep unit, and MALDI target holder; 5) Biacore new user training course; 6) Biacore warranty; and 7) Biacore 3000 system installation. This acquisition will be processed under Simplified Acquisition Procedures. Biacore is the sole manufacturer of the Biacore 3000 Processing Unit. As an extended warranty is also being acquired, it is imperative that special factory-trained technicians, using factory-manufactured parts perform any necessary service or maintenance on this sensitive piece of equipment. The FOB Point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-3 Offerors Representations and Certification Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). FAR 52.255-3 Buy American Act also applies. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included.
