Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 12. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. It is the intent of the National Library of Medicine (NLM) to purchase a renewal license agreement from EO Productions International, Inc DBA Collexis Solutions suite consisting of a set of components which together represent software for making large amounts of unstructured information easily accessible. Collexis? is based on the principle of fingerprinting. The system can create a fingerprint for each piece of text that contains relevant information, such as competence sheets, project descriptions or web pages. The fingerprinting process makes use of a structure of professional terminology of a particular field (essentially a thesaurus). By doing so it embodies the way humans understand those terms and concepts. Collexis? fingerprints, like human ones, are very small but still unique representations of their source. A Collexis? catalog contains only fingerprints, not the original information. This makes the process of matching a catalog with a search fingerprint extremely fast. The period of performance will be for one year with three (3) additional one years option. This is a proprietary license agreement procurement. Based on Market Research, the Collexis software provides a unique capability that is not provided in any other software currently available. This notice of intent is not a request for competitive quotations however, all responses received, within 3 days from the date of publication of this synopsis will be considered by NLM. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All proposals received within the time period stated above from the date of publication of this synopsis will be considered by NLM. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
