Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Special Programs Office, Fort Huachuca, Arizona is soliciting proposals to conduct a training session during April 16-22, 2005 in Washington D.C. The trai ning and accommodations will be in Washington, DC. A total of 805 hotel rooms are required during the period of April 16-21, 2005 at the prevailing government per diem rate as follows: 10 rooms for April 16, 2005; 15 rooms for April 17, 2005; 220 rooms f or April 18 and 19, 2005; and 170 rooms for April 20 and 21, 2005. The requirement includes meeting space as specified: 1 meeting room during April 17-22, 2005 for equipment storage for a minimum of 15 to 20 pallets; 1 meeting room during April 17-21, 20 05 for program administration; 10 meeting rooms during April 18-21, 2005 for classroom instruction to accommodate up to 30 people. On-site security is required for all meeting rooms. Food and beverage requirement includes evening reception on April 18, 2 005 for 250; breakfast, lunch, and coffee breaks on April 19, 2005 for 250; evening reception on April 20, 2005 for 200; breakfast, lunch, and coffee breaks on April 21, 2005 for 200. Limited audio-visual support is required for the sessions. Solicitatio n number W9124Q-05-R-EPGTTP is issued as a request for proposal. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acqusition Circular 2001-26. The FAR provisions 52.212-1, Instruction to Offerors--Comme rcial Items, 52.212-2, Evaluation of Commercial Items, and 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3 and provide Offeror's Federa l Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS Number, and applicable FSC and NAICS codes with offer. FAR Clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions R equired Implementing Statutes or Executive Orders -Commercial Items applies to this acquisition. Evaluation Criteria/Procedures: Offerors will be evaluated based on the following criteria in descending order of importance: 1. must meet schedule dates (2 5%). 2. quantity of sleeping rooms (20%). 3. must meet the requirement for the 12 meeting rooms (25%) as follows: (a) 1 administrative to accommodate 12 people (b) 1 equipment storage room to accommodate 20 pallets (c) 10 meeting/training rooms to acco mmodate 30 people (4) site visit (25%), and (5) price (5%).
