Description
Canaveral Harbor maintenance dredging will require removal of shoal material from some or all of the following cuts: Entrance Channel Cuts 1A, 1B, 1, 2, and 3 (including wideners between Cut-1 and Cut-2) and from the Trident Access Channel (TAC), Tr ident Turning Basin (TTB), Middle Turning Basin (MTB), West Access Channel (WAC), Cut-A, West Turning Basin (WTB), Trident Wharf, and Poseidon Wharf. Material removed from the Trident Wharf and the Poseidon Wharf will be placed in the upland containment a rea, CDA-C. Nearshore quality material removed from Cut-2 Station 150+00 to Station 181+57.58 and from TAC Station 2+02.66 to Station 12+44.38, Range 193.12 to Range 1000, will be placed in the nearshore placement area and non-nearshore quality material r emoved from this reach will be placed in the Ocean Dredged Material Disposal Site (ODMDS). The determination of nearshore quality material, classified as material with less than 20% fines, will be based on a visual inspection of the material as it is plac ed into scows. Material removed from all areas, other than those identified above, will be placed in the ODMDS. This solicitation is for a contract covering a base period of one year with options for up to two additional contract years. The base bid work for each year may include all or some of Cut-1B, Cut-1, and Cut-2 Station 125+00 to Station 181+57.58. Optional dredging areas may be awarded along with each contract years base bid items. The optional dredging areas for the base year include additiona l material from any of the areas listed in the base bid work, and all other areas of the Harbor listed in the paragraph above. The optional dredging areas for the option years include additional material from any areas listed in the base bid work, and all other areas in the Harbor except for the Poseidon and Trident Wharfs. There is also a potential for performance of emergency or non-routine maintenance dredging within the three year duration of this contract. In accordance with the National Marine Fish eries Service (NMFS) Biological Opinion, hopper dredges are prohibited from working in Canaveral Harbor, and therefore may not bid on this contract. When dredging the Trident Wharf and Poseidon Wharf, separate offloading equipment will be necessary to pla ce material in the upland containment area, CDA-C. It is anticipated that the Contracting Officer will issue awards for the option years in each of the two years subsequent to the base year, assuming that the contractor remains in good standing and that c hannel shoaling continues as expected. The Notice to Proceed (NTP) for option years 1 and 2 would be issued after review of the quarterly examination surveys in mid-April. The contractor would be expected to mobilize to the site and commence dredging wit hin 30 days following issuance of NTP. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. The solicitation will be issued on or about 15 February 2005 with bids due on or about 5 April 2005. There will be a price preference for cert ified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307.
