- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A faxed copy of this Request for Quotes as contained herein will be provided to all requestors. This opportunity and other opportunities that may be of interest to your company may be viewed at http://www.nwk.usace.army.mil/contract/contract.html. Propo sals are being requested and a written solicitation will not be issued. This solicitation is issued as a Best Value RFQ Quotation W912DQ-05-T-0060 using Simplified Acquisition Procedures under the Test Program at Subpart 13.5. This solicitation document a nd incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2004-25. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 532412, with annual gross revenue not to exceed $6 million. The Government intends to award up to three (3), 5-year Blanket Purchasing Agreement(s) (BPAs) to the responsible offeror(s) whose offer conforming to the solicitation will be the most advantageous to the gov ernment based on the best value. Offers to this RFQ will be evaluated based on past performance and price. The contract award will be a BPA(s) with an estimated amount not to exceed $500,000. In addition to the Scope of Work it is anticipated that there may be rental of additional and or different equipment. Scope of Work Equipment Rental Contract The Contractor shall have available and provide upon request one (1) Caterpillar 345B L Series II hydraulic excavator with a 12 foot 10 inch stick or a hydraulic excavator of equal size and specifications to the Caterpillar 345B L Series II. The hydraulic excavator shall be equipped to quick couple to a hydraulic breaker that is sized appropriately for the said requested hydraulic excavator. The hydraulic breaker shall be fully functional. The Contractor shall have available and provide upon request one (1) hydraulic breaker and all connections to quick couple to the aforementioned hydraulic excavator. The Contractor shall have available and provide upon request four (4) Caterpillar 730 articulated dump trucks or four (4) articulated dump trucks of equal size and specifications to the Caterpillar 730 articulated dump trucks. The Contractor shall have available and provide upon request one (1) Caterpillar 815F soil compactor or a soil compactor of equal size and specifications to the Caterpillar 815F. The Contractor shall have available upon request a Caterpillar 345B L Series II hydraulic excavator with a 15 foot 9 inch stick or a hydraulic excavator of equal size and specifications to the Caterpillar 345B L Series II. The delivery of the hydraulic excavator equipped with the 12 foot 10 inch stick, two (2) articulated dump tr ucks, the soil compactor and the hydraulic breaker shall be made to Tuttle Cove Park at Tuttle Creek Dam and Reservoir (near Manhattan Kansas). The delivery of the hydraulic excavator equipped with the 15 foot 9 inch stick and two (2) articulated dump tru cks shall be made to Worthwine Island Conservation Area in Andrew County Missouri (Near Amazonia, MO) or to Benedictine Bottoms (near Atchison KS) or to Weston Bend State Park (Near Kansas City, MO) at the Governments direction. Equipment shall be deliver ed onsite not more than 24 hours after receipt of delivery order.
