- Market Survey for Desktop, Laptop, Server, Printer Suppliers and their Subcomponent Suppliers Based on the Draft EPEAT Criteria NOTE: Vendors who are attending the Department of the Interior's IT Hardware Vendor's Day on 2/9 and 2/10, 2005 at the USGS facility in Reston, VA. BACKGROUND In the initial Consolidated DOI IT Hardware procurement for desktops, laptops, and servers, DOI stated its intention to include greening requirements in the recompetition of these awards. In November of 2004 the Department of the Interior (DOI) along with eleven other federal agencies signed a Memorandum of Understanding to join the Federal Electronics Challenge (FEC) lead by EPA. FEC partner agencies try to reduce the environmental impacts and agency environmental liability by purchasing "green" electronic products, properly disposing electronics, etc. For more information, please visit http://www.federalelectronicschallenge.net/ The following Market Survey Questions are based on the Draft Electronic Procurement Environmental Assessment Tool (EPEAT) criteria created by the FEC. This market survey will give the Department of the Interior (DOI) an indication of when manufacturers will be able to provide products consistent with the EPEAT criteria. DOI plans to have future DOI purchases be consistent with the final EPEAT criteria when they are available. Please answer the following questions to the best of your ability for all product lines for which you may submit a bid to DOI. In particular, please focus on desktop computers, laptop computers, servers, printers and their subcomponent suppliers. GENERAL 1. Are you incorporating greening requirements for each of your products lines from low end to high end, for your most popular lines only, or creating a separate "green" product line? 2. Do greening requirements affect your product's operational performance in any way? If yes, please explain. 3. Do greening requirements affect the price (e.g. increase) of your product? If yes, please explain. 4. Do greening requirements affect the life span of the equipment? If yes, please explain. 5. If a federal government solicitation included greening requirements (similar to those found below), would it impact your decision to submit an offer? If yes, please be specific about which requirements are problematic. 6. Are you actively involved with any "greening" interest groups, affiliations, or third party certifications? If yes, please explain. 7. Do you help promote green purchasing, green shipping, or green technology enhancements? TOXIC SUBSTANCES 1. Do your products comply with the current (1/2005) RoHS directive which includes the following specific maximum levels of allowable substances in a product: Cadmium <75 ppm Mercury <1000 ppm Lead <300 ppm Hexavelent Chromium <1000 ppm Polybrominated Biphenyls (PBB) and <1000 ppm Ethers/Oxides (PBDE, PBBE) <1000 ppm a. If your products do not currently comply with these minimum levels, please specify where your product doesn't comply. b. If your products do no currently comply with these minimum levels, do you plan to modify them so that they will comply, and, if so, when? 2. If you use Mercury in your products as a light source, how much mercury do you have per lamp, and how many lamps are there in the product? 3. Are paints, coatings, plastics, rubbers and seals free from flame retardants and / or softeners containing Sort Chain Chlorinated Paraffins with more than 0.1% by weight, 10-13 carbon atoms, and minimum 48% chlorine by weight? MATERIAL SELECTION 1. Does your product contain greater than 1% post consumer recycled content? If yes, please describe the types of materials and in what percentages they are used? How did you calculate this? 2. Does your product contained greater than 1% renewable or biobased materials? If yes, please describe which materials are used, and in what percentages? How did you calculate this? 3. How much does your product weigh (total weight)? DESIGN FOR END-OF-LIFE 1. Describe how you company communicates product information to reuse and recycling facilities that identifies the presence and location of materials that require special handling at end-of-life, especially non-standard or new substances or new technologies, and including components such as batteries? 2. Are your products free from paints & coatings that are incompatible with recycling or reuse, including metal coatings, on plastic parts >100 g., unless plastic part contains >25% recycled resin? If not, please describe. 3. Describe how one person alone with commonly available tools can easily remove product housings on all products? 4. Are all plastic components >100g are material coded in accordance with ISO 11469:2000? 5. Describe how all batteries and all circuit boards >10 cm2 (if they contain hazardous materials) and other hazardous components can be safely and easily identified and removed? LIFECYCLE EXTENSION 1. What is the maximum warranty available on this product? 2. Is this product upgradeable using commonly available tools? If yes, please explain. ENERGY CONSUMPTION 1. Does this product meet the Energy Star 3.0 guidelines? 2. Does this product meet the Energy Star 4.0 guidelines (visual display units only)? 3. Do you include training materials or notices with your products to facilitate use of these Energy Saving features? END-OF-LIFE SERVICES 1. Describe how your company communicates recycling and disposal requirements associated with components of your product to purchasers. 2. Describe how your company coordinates take-back of your products and/or equipment displaced by purchase of your product for recycling. 3. Describe how your company reports on end-of-life disposition of electronics for large, institutional purchasers of your products (i.e. certificates of disposal, summaries of toxics diverted from landfills, etc). 4. Describe how the take-back and recycling service that your company provides meets EPA's "Plug-In To eCycling: Guidelines for Materials Management." The guidelines can be found at http://www.epa.gov/epaoswer/osw/conserve/plugin/guide.htm CORPORATE PERFORMANCE 1. Do you have a publicly available corporate environmental policy consistent with ISO 14001? Please provide. 2. Do all of your OEM-owned manufacturing facilities, with or without independent assessment, have an operational Environmental Management System that meets either: a. The requirements of ISO 14001, or b. The EMS requirements of the National Environmental Performance Track program*. 3. Do you have a corporate environmental report? Is it consistent with the first three Performance Track reporting requirements? PACKAGING MATERIALS 1. Heavy metals shall not be intentionally added to any packaging or packaging component. For incidental presence (not intentionally introduced), the sum of the concentration levels of lead, cadmium, mercury and hexavalent chromium present in any package or packaging component shall not exceed 100 parts per million by weight (0.01%). 2. Describe specifically if water-soluble, environmentally-benign, biobased adhesives have been or will be used into your packaging materials and/or accompanying literature. 3. Are documents responsive to contract requirements and/or provided with your product printed on high recycled-content paper made without the use of chlorine? 4. Do you offer a packaging take-back program? 5. Do you use bio-degradable packing materials (e.g. corn-starch foam packaging)? 6. Do you use recycled-content packing materials? 7. Do you use packing materials that are both bio-degradable and recycled content (e.g. recycled-content paper molds)? 8. How many packing materials are needed to ship your products? 9. Do you offer bulk packaging? 10. Do you offer returnable bulk packaging?
