Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13.5 with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number N00181-05-Q-0126 is issued as a request for quotation (RFQ). This requirement is 100% set-aside for Small Business Concerns. The applicable NAICS code is 327910 with a size standard of 500 employees. Fleet and Industrial Supply Center, Norfolk Naval Shipyard Annex anticipates award of a firm fixed-price contract for the following line items: CLIN 0001: Grit, Steel, G-40 High-Carbon Cast-Steel in accordance with SAE J1993; Qty: 30 Drums; Ordering Data: (A) Grit size specifications (sieve designator) for cleaning in accordance with SAE J444. Cast shot and grit size specifications for peening and cleaning (B) G-40 H hardness (C) Chemical composition of high-carbon cast steel grit shall meet all requirements of SAE J1993 (D) Packaging, 55-gallon drum (17-H and poly lined and poly covered, 6 mil) (E) Hardness shall be 55-65 on the Rockwell Hardness C scale (F) No more than 30% elongation of particles permitted (G) Specific gravity shall be no less than 6.8 (H) After 50 cycles of the durability test, no more than 50% shall pass through the take-out screen as follows: G-40/No. 50 screen (I) carbon content shall be between .80% and 1.20%; CLIN 0002: Grit, Steel, High Carbon Cast Steel (SAE J1993), Qty: 40 Drums. Ordering Data: (A) Grit size specifications (sieve designation) for cleaning in accordance with SAE J444, cast shot and grit size specification for peening and cleaning. (B) G-25 (C) Chemical composition of high carbon cast steel grit shall meet all requirements of SAE J1993 (D) Packaging, 55 gallon drum (17-H and poly lined and poly covered, 6 mil) (E) Hardness shall be 55-65 on the Rockwell Hardness C Scale (F) No more than 30% elongation of particles permitted (G) Specific gravity shall be no less than 6.8 (H) After 50 cycles of durability test, no more than 50% shall pass through the take-out screen as follows: G-25/No. 50 screen (I) Carbon content shall be between 0.80% and 1.20%; APPLICABLE TO BOTH CLINS: (1) MATERIAL SAFETY DATA SHEET REQUIRED WITH MATERIAL (2) MATERIAL MUST NOT CONTAIN METHYLENE CHLORIDE (3) ALL MATERIAL FOR THESE LINE ITEMS MUST BE MARKED AND IDENTIFIED CLEARLY ON EACH INDIVIDUAL CONTAINER AND LABEL IAW CFR29.1910.1200. Required delivery date for CLIN 0001 is 12 FEB 2005, and for CLIN 0002 10 MAY 2005. Delivery shall be FOB Destination, NNSY, Portsmouth, VA 23709. Inspection/acceptance at destination. The following provisions/clauses are applicable: FAR 52.212-1, 52.212-2 (Evaluation-Commercial Items (price and past performance are equally important in evaluation), 52.212-3, 52.212-4, 52.212-5 (11), (12), (13), (14), (15), (16), (21), and (23) apply. DFAR 252.212-7001 and DFAR 252.204-7004, REQUIRED CENTRAL REGISTRATION apply to this acquisition. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Info can be obtained through the internet at http://ccr.gov. Offeror shall include a completed copy of the provision at 52.212-3, Offer Representation and Certification-Commercial Items. Offer shall be evaluated for fair and reasonable price, technical acceptability, adherence to applicable clauses, provisions, and satisfactory past performance. The Navy contractor evaluation system, Red/Yellow/Green Program will apply in the evaluation process. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. company letterhead, formal quote form, etc) but must include the following: (1) complete mailing/remittance address; (2) prompt payment discount (3) anticipated delivery; (4) Taxpayer Identification Number; (5) All completed certifications as required herein. All quotations must be received by 2:00 PM local time, 04 FEB 2005 .
