- The HQ Defense Logisitics Agency, DES-A is issuing this sources sought synopsis seeking information from current GSA Schedule contractors to support the Case Management Control System (CMCS) that provides case managers with automated support tools to minimize manual effort and coordinate all data related to Foreign Military Sales (FMS) cases. There are numerous users of CMCS at various locations, including the Pentagon, Washington DC; Wright-Patterson AFB, Dayton, OH; Defense Finance and Accounting Service (DFAS), Denver, CO; Air Force Security Assistance Training Squadron (AFSAT), San Antonio, TX and various O-CONUS locations. CMCS is currently hosted at the Defense Enterprise Computing Center, Mechanicsburg (DECC-ME), Mechanicsburg, PA. CMCS is impacted by numerous Department of Defense (DoD) agencies and Congressional legislation. CMCS currently operates on a government-owned IBM 9672 RA6, using Virtual Machine/Enterprise Systems Architecture (VM/ESA, version 2.4) operating system. The application software was developed in a rapid prototyping environment using a fourth generation language, FOCUS. The system also uses IBM 370 ASSEMBLER, COBOL, REXX, Conversational Monitor System (CMS), XEDIT/EXEC, Transmission Control Protocol/Internet Protocol (TCP/IP), Remote Spooling Communications Services/Virtual Terminal Access Method (RSCS/VTAM), Simple Mail Transfer Protocol (SMTP) which supports automated transfer of mainframe email to PC workstations, Internet, and some off-the-shelf, contractor developed, and United States Government (USG) owned PC-based software. The requirement is for contractor support to CMCS for work described. The technical, operational, and managerial types of services to be provided are: o Software Maintenance for subsystems in production. o System Management Support for subsystems in production. o Technical Management Assistance/Engineering Support. o Training Support. The anticipated period of performance is one base year plus 4 one year option periods. Firms possessing the capabilities to accomplish this requirement are invited to submit a statement of qualification, product literature, past performance information, current GSA schedule information and price schedules/catalogs. All responses shall be submitted in an electronic format. Responses to this RFI should be received no later than 2:00 P.M EST, 18 February 2005. Product information shall be emailed to Mr. Samuel Thompson at samuel.thompson@dla.mil. Telephone responses will not be honored.
