Description
Presolicitation Notice: Medical Equipment Maintenance for Wilford Hall Air Force Medical Center (WHMC), Brooke Army Medical Center (BAMC) and select Air Force/Army Medical Treatment Facilities (MTFs) in Texas, Oklahoma, Arkansas and Louisiana. Estima ted solicitation issue date: 08 October 2004. Estimated solicitation closing date: 8 November 2004. The Center for Healthcare Contracting (CHCC) has a requirement for medical maintenance services to execute the health care mission at numerous Air Force and Army Medical Treatment Facilities (MTF) in Texas, Oklahoma, Arkansas, and Louisiana as indicated by the MTF/equipment listing that will be included with the solicitation W81K04-04-T-0029. A majority of the equipment is located in Level 1 Trauma Centers. The Period of Performance is 01 January 2005  31 December 2005, with the option to extend services 6 months. The North American Industrial Code System (NAICS) code is 811219. The method of acquisition will be full and open competition. The requirement c onsists of preventative maintenance inspections (PMI), calibration, upgrading, remote service/applications, diagnostic support, equipment enhancements, on-call remedial maintenance, and repair parts on a per-call basis for the identified equipment categori es. Maintenance service will be accomplished in accordance with original equipment manufacturers (OEM) literature and the Performance Work Statement (PWS). There are nine Contract Line Items (CLINs) as follows: (1) General Imaging Equipment: Includes, b ut is not limited to, the following: Bone Density System, Contrast Media Injectors, Electrophysiological Fluoroscope, Film Processors and Scanners, Gamma Cameras, Imagers, Dry, Laser & Nuclear, Lithotripters, Mammography Systems, Rad Fluoro Systems, Radi ography Systems, Radiography Workstations, Scanners and Scintillation Counters, Sonography Management Systems, Stereotactic Radio surgery Units, Thyroid Uptake Systems, Ultrasound Scanners, & Electronic Image Processors. (2) Advanced Imaging & PRK Laser Eq uipment: Includes, but is not limited to, the following: Angio Suites, CT Scanners, Cath Lab Imaging Systems, Linear Accelerators, Therapy X-Ray System & Simulators, MRI Scanners, Stereo lithography, PRK Laser and Lasik Lasers. (3) Archiving Equipment: I ncludes, but is not limited to, the following: AEGIS Ultrasound Scanning Interface, ALI, MUSE, Nuclear Medicine Computers, & OS. 4) General Laboratory Equipment: Includes, but is not limited to, the following: Auto Analyzers, Blood Analyzers, Blood Cultu re Analyzers, Blood Gas Analyzers, Cover Slipping Machine, Centrifuges, Co-Oximeter, Coagulation Analyzers, Data Management Systems, Electrophoresis Systems, Enzyme Analyzers, Epic Flow Systems, Freezers, Gas Monitoring Systems, Incubators  Lab, Microbiol ogy Systems, Organism ID Systems, Radiomatic Systems, Refrigerators, Slide Stainers, Tissue Processors, & Urine Analyzers. (5) Advanced Laboratory Equipment: Includes, but is not limited to, the following: Automicrobic Systems, Blood Cell Analyzers, Blood Grouping Systems, Blood Irradiator Systems, Cell Counters, Chemistry Analyzers, Chromatographs, DNA Analyzers, Electron Microscopes, Flow Cytometry Systems, Hematology Analyzers, Immunology Assay Systems, Mass Spectrophotometers, Platelet Aggremometers, S pectrometer Analyzer Systems, Urodynamic Analyzers, & Vitek Systems. (6) Other Equipment: Not covered under other categories. (8) Repair Parts (OEM): If the contractor is the OEM, pricing is based on the current OEM repair part price with the discount appropriate for the manufacturers most preferred customer. (9) Repair Parts (Non-OEM): If the contractor is n ot the OEM, pricing is based on the current commercial marketplace non-OEM repair part price with discounts as determined by the offeror. Potential offerors shall comply with all training, certification, and experience requirements necessary to execute sol icitation requirements. An offeror must clearly demonstrate in their proposal that it has the national presence to execute preventive maintenance and remedial maintenance requirements in accordance with standards/outcomes identified in the solicitation.
