Description
This Request for Information is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Coast Guard, Engineering Logistics Center (ELC). The purpose of this Request is to obtain written submissions to identify potential sources that are interested in and capable of performing the work described herein. ELC welcomes written submissions from all private sector concerns that have the capacity to perform. SUBMISSION CONTENT AND FORMAT: (5 page limit) General: Respondents must list a principal point of contact, with phone number and email address, as well as any website associated with your organization. Specific: Qualified respondents are required to furnish written submissions of no more than 5 pages that describe your organization's overall understanding of the notional requirements statement as well as your capabilities and qualifications necessary to support our requirement, your overall technical and management approach and annual costs for proposed approaches. The annual cost and benefit of rent and or lease versus purchase should also be quantified in your proposal. Indicate discounts, if any, based on quantities and/or contract duration. All proprietary information should be marked as such in your submission. Submissions will be reviewed by United States Coast Guard personnel and will be held and protected in a confidential manner. NOTIONAL REQUIREMENTS STATEMENT: The Coast Guard is seeking companies who are capable of providing and managing CBM assessment hardware on a turnkey basis under a rental or leasing arrangement for U.S. Coast Guard Naval Engineering Support Units. The Engineering Logistics Center (ELC) is the Coast Guard's sole inventory control point (ICP) for all its surface assets (cutters and boats). The Maintenance Branch at Coast Guard Engineering Logistics Center (ELC 017) has the responsibility for implementation and management of a Coast Guard wide Condition Based Maintenance (CBM) program to effectively manage its Naval Engineering Maintenance Program. The CBM program embraces Navy CBM policy identified in OPNAV instruction 4790.16, which states that maintenance be accomplished based on the objective evidence of need. The objective evidence of need comes from Reliability Centered-Maintenance (RCM). This program supports the goal of achieving a clearly delineated standardized maintenance program that is sustainable, and supports continuous improvement. The Coast Guard's CBM assessment program is designed to provide predictive and diagnostic maintenance information that utilizes the latest condition based maintenance (CBM) enabling technologies on selected U.S. Coast Guard equipment and systems. The primary objectives of this program are to provide accurate and timely condition assessments, fault diagnostics and repair recommendations for the rotating machinery based on the use of machinery condition assessment and monitoring technologies. These assessments will be carried out through the following Naval Engineering Support Unit's (NESU) Maintenance Augmentation Teams (MAT) located throughout the United States: NESU Portsmouth VA, MAT Ft. Macon GA, NESU Boston MA, MAT Boston, MA, MAT Kittery ME, MAT Newport RI, NESU Charleston, MAT Charleston SC, MLCLANT Assist Team Norfolk VA, NESU Alameda CA, MAT San Diego CA, NESU Honolulu HI, MAT Guam, NESU Seattle WA, MLCPAC Assist Team Alameda CA, NESU Miami FL, MAT Miami FL, MAT San Juan PR, MAT Key West FL, NESU New Orleans LA, MAT St. Pete FL, MAT ST. Louis MO, NESU Cleveland OH, MAT Sault St. Marie MI. In order to support this program, the NESU MATs require the following: Thermographic imaging, FLIR- Thermacam E4; Vibration Monitoring, DLI- DCA-31; Bore Scope inspection, Olympus -N6954242 IV7635A ADV 6MM IPLEX; Ultrasonic Inspection, UE systems- ULTRAPROBE 9000; Laser Alignment,Ludeca- Rotalign and Optalign Plus; Motor Circuit Analysis, BJM Corp.- All-TEST 31, ALL-TEST 4, ALL-TEST-OL; Diesel Signature Analysis, Dynalco Trap: Model RT-9260.
