Description
DESCRIPTION: The U.S. Army Engineering and Support Center, Huntsville (USAESCH), seeks to identify responsible potential sources in regards to issuing a solicitation providing the Department of Defense construction cost book. This notice is to help USAESCH in determining small business sources only. Large businesses need not respond. The existing Cost Book has approximately 20,000 unit cost tasks which supports the operation of the Tri- Service (U.S. Army, Navy, and Air Force) Automated Cost Engine ering System (TRACES), and more explicitly, the Microcomputer Aided Cost Estimating System (MCACES) MII, Success, Parametric Cost Engineering System (PACES), and Remedial Action Cost Engineering System (RACER) modules. These software applications are used by the Department of Defense in the development of construction cost estimates for Military, and Civil Works construction and Hazardous, Toxic and Radioactive Waste Remediation projects. If there is enough interest the Government intends to issue a solic itation resulting in a single award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract. SYNOPSIS: The objective of the resulting contract is to provide and maintain a Cost Book database of material prices and related information (i.e., crews a nd related productivity). These services will include maintenance and update and possible distribution of the Cost Book on an annual/semi-annual basis, re-pricing of material cost information, and collection of cost data for area cost factors both United States and overseas. PROCEDURES: This request to interested parties is for gathering information and is a required component and systematic process to evaluate the interested parties. In order to minimize cost both to potentially interested parties and the Government, this notice is being issued to request letters of interest and to provide notification of the Governments intent to issue a formal solicitation. All interested parties should provide a statement of interest on company letterhead no later than 11 Feb 2005 to the POC identified below. Please submit 3 copies of your qualification statement, limiting your response to 6 pages (double spaced, front side only, no smaller than New Times Roman, font size 12 or equivalent). Do not include or attac h brochures in addition to this response. All responses should include, as a minimum, the following information: The firm either in-house or through association with any qualified consultant(s), must: (a) currently be in the business of, and have approxi mately five years experience in producing, maintaining, updating, promulgating and selling for profit a complete construction (Military, and Civil Works construction and Hazardous, Toxic and Radioactive Waste Remediation) Unit Price Book (UPB) or equivalen t, with approximately 20,000 lines of unit pricing information for the express purpose of supporting the development of construction cost estimates; (b) maintain a complete UPB which uses master format Construction Specifications Institute (CSI) divisions, the subject UPB should include construction line items which are composed of material, labor, and equipment elements; (c) promulgate the UPB on an annual basis; (d) maintain a telephone hotline system to address user problems or questions; (e) maintain a principal staff (e.g. Project Manger, Cost Engineers) on a full-time availability; (f) have approximately five years experience in producing, maintaining, updating, publishing and selling for profit complete Maintenance and Repair and Operations and Maint enance databases; (g) have experience in and maintain the capability of cost and construction industry forecasting for a minimum of 5 years and; (h) have experience conducting an annual survey on 100% of the construction UPB line items for a minimum of two sources for developing pricing data. Interested firms having the capability for this type work, and meeting the criteria stated above, should respond to this notice by providing a point of contact, telephone number, and electronic mail address (if available). Respondents should also indicate whether they are a large business, small business, small disadvantage business, 8(a) concern, women-owned small business , HUBZone, service disabled veteran-owned small business, veteran-owned small business, or qualify as socially or economically disadvantaged, and whether they are U.S. or foreign owned. Sources for this purpose are being sought from experienced firms with North American Industry Classification System (NAICS) code 541513, computer facilities management services, with average annual receipts of $18 M who meet the criteria listed above. This synopsis is for information and p lanning purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Government to a particular acquisition approach. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting the in formation described in this synopsis. Responses to this sources sought announcement are not adequate responses to a future solicitation announcement. Please note that this office has not yet made a decision as to whether this procurement or a portion the reof will be set aside for small business, and it reserves the right to determine the appropriate method of procuring the above services based upon its analysis and evaluation of the capability statements.
