- NASA/GSFC plans to issue an Invitation for Bid (IFB) to Realign Soil Conservation Road. The project constructs a new 2-lane federal road around the eastern side of the GSFC campus and will have two new signalized intersections. The project upgrades Prince George's County Good Luck Road from a functional 2-lane road to a functional 4-lane road and Maryland State Highway Administration MD193/Good Luck Road intersection with new signalization, additional turning lanes, and pedestrian improvements. The project includes associated electrical feeders, clearing & grading, fencing, storm drainage, striping, signage, stormwater management and erosion sediment control, wetlands mitigation, and forest conservation. The project also includes three bid additive items to provide South Guardhouse and existing Soil Conservation Road widening, Visitor Center Access Road, Demolition of two Explorer Road Guardhouses, and North Guardhouse and existing Soil Conservation Road widening. The period of performance is 420 days from issuance of the Notice to Proceed, consisting of the basic requirement and 2 additive bid items. The order of magnitude for the procurement is between $5,000,000 and $10,000,000 and the effort shall be completed within 420 calendar days after notice to proceed. This procurement is a total small business set-aside. See Note 1. The NAICS Code and small business size standard for this procurement are 23710 and $28.5 Million, respectively. The anticipated release date of the IFB is on or about January 19, 2005 with an anticipated offer closing date of on or about February 18, 2005. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin=51. All responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFC Business Opportunities page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 Prospective bidders shall notify this office of their intent to submit an offer. It is the bidder's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
