- Description
- The Bureau of the Public Debt on behalf of the Financial Crimes Enforcement Network (FinCEN), intends to negotiate a sole-source procurement for a personal service contract to perform Management Support Services. The Contractor shall assist the organization in responding to requests for assistance (both internal and external) on crosscutting issues and to enhance ability to coordinate and administer liaison/outreach resources on law enforcement-related issues. The contract will have a base period with four one-year option periods. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $6.0 million. The required services/responsibilities requires extensive knowledge of and insight into the federal law enforcement culture and investigative priorities, procedures and sensitivities related to money laundering and terrorist financing. The position requires an individual who combines extensive federal financial crimes law enforcement experience; extensive direct experience with FinCEN’s BSA initiative and expert knowledge with FinCEN’s operational environment and strategic priorities. Therefore, FinCEN must seek the assistance of a highly qualified and experienced expert to assist FinCEN in managing its relationship with the law enforcement community. The Contractor shall support FinCEN and its law enforcement customers in determining the most productive strategies/methods to quickly and fully understand the finance networks and work effectively with the law enforcement community both domestically and internationally. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice via e-mail to: kimberly.hedrick@bpd.treas.gov. Affirmative responses shall be accompanied by sufficient technical detail and documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for documentation will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we intend to make a sole-source award to Samuel Meale.
