- This is a presolicitation notice. Proposals are not requested at this time. The U.S. Department of Energy (DOE), Office of Security and Safety Performance Assurance, has a requirement for: Specialized Technical, Analytical, and Administrative Services for the Office of Classification and Information Control. This requirement will replace two (2) existing contract numbers: DE-AC01-03SO20138 with Systems Management and Research Technologies Corporation (SMARTECH) Inc. and DE-AC01-04SO20188 with Computer Sciences Corporation (CSC). These two contracts have historically been conducted as separate procurements to support different program managers in the Office of Security. In April 2004, the Office of Security (SO) and the Office of Independent Oversight and Performance Assurance (OA) were merged into a single organization entitled the Office of Security and Safety Performance Assurance (SSA). As part of the organization of SSA, the two (2) offices which held these contracts, the Office of Information Classification and Control Policy (ICCP), SO-12, and the Office of Classified and Controlled Information Review (CCIR), SO-70, were merged into the Office of Classification and Information Control, SO-10.2. The support required under these contracts is to develop, manage, and implement policies and procedures to identify highly-classified nuclear technology in support of non-proliferation objectives. Both contracts: (1) require similar personnel qualifications, training, and certification to perform highly-technical document reviews; (2) provide guidance support in (a) DOE nuclear guide development and writing, and (b) historical electronic library development and provision; and, (3) provide administrative support to conduct technically complex studies, analyses, and reporting. The integration of these activities is integral to the Department’s mission and the achievement of National Security A five (5) year contract consisting of a one year base period and four one-year option periods is contemplated. The estimated Direct Productive Labor Hours (DPLHs) are anticipated to be 185,000 hour per year. This will be an unrestricted procurement. The solicitation will be issued electronically via the Department of Energy Industry Interactive Procurement System (IIPS).
