- Naval Sea Systems Command (NAVSEA) will be procuring a Shipboard Protection System (SPS) to support Shipboard and Expeditionary Anti-Terrorism/Force Protection (AT/FP) initiatives. An RFI for this system was issued 29 September 2004 under Solicitation # N00024-04-R-6234. The revised Solicitation # is N00024-05-R-6304. NAVSEA intends to issue the solicitation on approximately 23 December 2004 for a period of 45 days. In order to accommodate questions, the Performance Specification and SOW will be released prior to the solicitation for review and comments. The Performance Specification is attached to this announcement. The SOW will be posted on approximately 29 November 2004. SPS DESCRIPTION: SPS consists of shipboard installed mission specific hardware, software, and firmware components that will enable a “Navy combatant vessel” to perform anti-terrorism / force protection (AT/FP) functions. SPS will enhance the ability for Naval vessels to accomplish self-protection while moored to a pier, at anchor, or during restricted maneuvering. SPS will provide the Navy with a fully integrated and seamless sensor, analysis, and response system that will provide the means for 360o situational awareness and engagement capability to counter asymmetric AT/FP threats around-the-clock with no increase in manning. The operational concept for the initial and objective systems is to provide a flexible layered defense with situational awareness, deterrence, and engagement zones being defined by the system operator. This system should be modular and expandable and should support installation / operation on multiple ship classes / platforms within the Navy. The ! initial increment of this system must immediately provide the ability to support stand-alone operations for a single vessel and must be designed to be ultimately integrated within multi-ship and/or shore side AT/FP envelopes. This capability must be available, operable, and supportable in both overseas and continental U.S. ports and waterways. This capability will provide surveillance, detection, identification, tracking, deterrence, engagement, and command & control functions for both own-ship and own-ship deployable assets that can be applied to appropriately counter surface, subsurface, and airborne threats. SPS Increment I will be designed to counter multiple asymmetric surface waterborne threats. This increment will use, but not limited to, existing organic shipboard capabilities plus the following capabilities: 1) Enhanced detection and tracking of surface targets 2) A capability to hail and warn small boat crews and surfaced swimmers 3) A basic situational awareness capability to aid in Force Protection (FP) 4) Enhanced control of shipboard lethal weapon systems and enhance the display and availability of information to decision makers for the employment of small arms 5) A basic open architecture Force Protection (FP) command and control (C2) system.
