Description
In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with MTS Systems Corporation of Ann Arbor, Michigan to update test automation software that is used in a Heavy Duty Test Cell at the US EPA NVFEL facility. The software updates will provide the data communication link from the test cell automation system to a Horiba Particulate Sampler Unit (PSU). The software update is needed because the PSU is being updated to a new model. The new PSU has three separate heated sample systems which are designed to take three PM samples concurrently. Each heated sample system has four filter holders to collect PM samples from up to four sequential test phases. The updated software will control the collection of the PM sample under both automated test sequences and manual operation. The proper controls and response data will be handled by this software update including revisions to the data processing software component, in order to process the data and calculate mass emissions. The software to be updated and the driver that interfaces with the PSUs is proprietary to MTS Systems and is password protected. The contractor shall have total system responsibility, which shall include all phases of the project, including all quality assurance, installation, design, calibration, commissioning and acceptance testing. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO 9000 standards. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by February 14, 2005 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
