Z  Maintenance, Repair and Alteration of Real Property USPFO for Utah 12953 South Minuteman Drive Draper, Utah 84020 Subject: HVAC Modification to SIPRNet Area, located in Draper, Utah. Solicitation Number: W911YP-05-B-0001 POC: Contracting Officer, Linda Duvall (801) 523-4091 DESC: Solicitation Notice: The Utah National Guard intends to award a contract for the construction of an HVAC Modification to the SIPRNet Area. Scope of Work: 1. Size (68 F summer and 72 F winter) and install larger capacity roof top air handler and ancillary equipment for the SIPRNet area in the Draper building. 2. The SIPRNet area (2,700 SF) affected by this expansion is on the second floor and has no outside walls. 3. The SIPRNet area does not have a fully functional return air system. A complete system will need to be added or expanded to include all the offices in the area of the building that is regulated by the new HVAC unit. 4. The SIPRNet room is approximately 1,600 SF with several smaller offices within, all with 9-0 ceilings. About 40 people with computers will occupy the room at maximum capacity. This is the room that does not have sufficient cooling during maximum occ upancy. 5. There are three other rooms that are serviced by this air handler. Each of these offices is approximately 350 SF with 9-0 ceilings. Each of the smaller rooms will be occupied with a maximum of six people with computers. 6. The three small offices shall have new duct work (if required) with dampers to regulate the air flow and temperatures. Two of the rooms are only occupied on weekends while the third room is normally occupied Monday through Thursday and occasionally on weekends. 7. The hallways in that area do not require any heating or cooling. 8. Verify that the two small storage rooms east of the 8 wide hallway are not connected to the existing ductwork or open plenum return air system. These storage rooms should not be connected to the new air handler system. 9. The new air handler shall be connected to the building wide DDC system. The equipment must be compatible with the existing Draper controls in the CFMO Maintenance office. 10. The electrical panel feeding the existing air handler will need to be checked to determine if there is sufficient power for a larger HVAC unit. 11. If there are any roof penetrations or modifications to the existing openings and flashing, Nielco Roofing will need to approve the work to maintain the UTNG roof warranty. 12. All old equipment, duct work and debris from the demolition of the existing system shall be removed from the construction areas and disposed off site. 13. After all the equipment is installed, the air flow to the rooms shall be adjusted to the design criteria and the balancing report shall be included in the O&M manuals. 14. After completion of the construction, two hard copies of As Built drawings and O&M manuals will be required. An electronic copy of the As Built drawings will also be required. 15. Two hours of on-site training for the control system shall be provided to the UTNG maintenance staff. 16. All equipment, support items and workman ship shall have a one year warranty period. This award is being issued pursuant to the Small Business Competitiveness Demonstration Program and will be an unrestricted acquisition. All qualified businesses are encouraged to participate. The applicable NAICS Code is 238220 and the Small Business Siz e Standard is $12 Million. Estimated Magnitude is between $25,000 and $100,000. Performance period is 45 days. Solicitation will be issued from the contracting office and will be available at www.nationalguardcontracting.org after February 15, 2005 with bid opening scheduled approximately 30 days after release of the solicitation. Vendors interested in submitting a bid are strongly encouraged to attend a site visit scheduled February 23, 2005 at 10:00 a.m. MST; please send an e-mail to the address below if you intend to attend the site visit. Funds are not presently available for this acquisition and no contract award will be made until appropriated funds are made available.
