Description
The Information Technology, E-Commerce, and Commercial Contracting Center, Directorate of Contracting, Operations Branch, Fort Huachuca, Arizona will issue a Draft Request for Proposal for a Best Value Construction Indefinite Delivery Indefinite Quan tity (IDIQ) Multiple Award Construction Contract (MACC) for maintenance, repair, and construction, to include design-build (optional) in support of projects for the Directorate of Public Works, Fort Huachuca, Arizona, as well as, Wilcox Dry Lake, Gila Bend Area, Various Test Sites in the vicinity of Fort Huachuca, US Army Reserve Centers in Phoenix, Tucson, Las Vegas, and Mesa, and AFRC Las Vegas, Nellis AFB. The North American Industry Classification System (NAICS) Subsector codes include: 236, Constructi on of Buildings and 237, Heavy and Civil Engineering Construction. The Small Business size standard is $28.5 million. The basic contract will be for one (1) year base period, with four (4) one-year options, for a maximum total of five years. The Government intends that a minimum of seven (4) indefinite-delivery, indefinite-quantity, (IDIQ) Task Order Contracts will be awarded to qualified contractors to one large business and three to small business, and that at least two awards will be set-aside for 8(a) qualified contractors providing sufficient qualified General Contractors present offers. This project is being procured on an UNRESTRICTED basis in accordance with the Competitiveness Demonstration Program. However, small businesses, veteran-owned busin esses, service-disabled veteran-owned businesses, HUBZone Small businesses, and small disadvantaged businesses are encouraged to participate. The HUBZone preference IAW FAR 19.1307 applies. Source selection procedures in accordance with FAR Part 15.3 and DFARS Part 215.3 shall be utilized for the basic contract. Evaluation criteria, in descending order of importance, are as follows: Technical Considerations and Past Performance are equal and when combined are significantly more important than price. The S mall Business Participation Plan will be evaluated as a GO/NO GO. Prospective offerors must submit a proposal for the Sample Project to be considered for award. The Sample Project will be used to evaluate the price evaluation factor and portions of the te chnical proposal, and may be issued as a Task Order after award of MACC. Individual Task Orders shall not be less than $2,000 or more than $3,000,000. The estimated value of the total combined amount of all awards is $45,000,000. In accordance with FAR 16. 505(b), the successful offerors will compete for all task order awards unless an exception applies. Task orders will be issued to contractors based on a combination of price and other factors (best value judgments) in accordance with FAR 16.6506. The Gover nment intends to award contracts without conducting discussions, therefore, the Offeror's initial proposal shall contain its best terms from a cost or price and technical standpoint. The Government intends to issue this solicitation and any amendments and the plans and specs for the Sample Project through the use of the Internet only. No additional media will be provided unless the Government determines that it is necessary. Contractors may view and/or download the solicitation and any amendments from the I nternet at the following Federal Business Opportunity Electronic website: https://abop.monmouth.army.mil . It is the contractor's responsibility to check the website daily for any posted changes to this solicitation. Offerors, after registering for this solicitation, should verify their name appears on the Prospective Bidders List for this project. Contractors must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award. To register, access th e CCR Internet address at: http://www.ccr.gov. It is anticipated that the Final Request for Proposal will be issued on or about 28 March 2005, and that the pre-proposal conference will be held on 22 March 2005, with the Directorate of Contracting and Dire ctorate of Public Works, Fort Huachuca, Arizona.
