Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, from which quotes are being requested, and a written solicitation will not be issued. This announcement is a Request for Quote (RFQ). The solicitation number is #AB133R-05-RQ-1144 and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2001-27 dated 12/28/04. The resulting contract will be a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contract, with a Base Year and four (4) One-Year Options. The maximum order per year is 150 reels with the minimum order per year to be 50 reels. FOB Destination is the NOAA/Pacific Marine Environmental Laboratory in Seattle, Washington. Delivery shall be made within 120 calendar days of the signed order. The North American Industry Classification System (NAICS) code is 331222 with a size standard of 1,000 employees. This requirement is a Total Small Business Set-aside (See Number Note #1). This acquisition will be awarded under simplified acquisition procedures (Part 13). 1.0 SPECIFICATIONS The specifications of the rope are as follows: The contractor shall furnish the necessary personnel, material, equipment, services, and facilities to provide 3/8” wire rope which meets the following specifications: (1) Wire Rope shall be 3/8" diameter; galvanized 3 X 19 improved plow steel; (2) Wire rope shall be of low rotation construction; (3) Wire shall have a watertight polypropylene jacket with outside diameter of 0.5", +0.016"-0.012"; (4) Wire shall be impregnated with plastic so that the three strands are incased in plastic; (5) Wire rope shall be centered in plastic jacket with maximum off-center tolerance of 0.016"; (6) Wire rope shall have a minimum breaking strength of 12,500 pounds; and (7) Wire will be ordered and shall be delivered on reels with lengths that are multiples of 715 meters. Each reel shall contain wire rope in length of no less than 715 meters and no more than 1% over this minimum. Each reel shall contain one length per reel. The wire shall be provided on heavy-duty wooden reels per the following specifications: (1) Size: 30”x23”x12”; (2) Reel drive pinhole 1” diameter, 5” from center, both sides; (3) Reel head 5/4” boards, 2 ply, (actual head thickness, 2”) with wood laid perpendicular to each other and securely nailed. Nail heads shall be countersunk below the surface of the wood; (4) Headboards shall have hole of 3” diameter; (5) Barrel shall have 3/4" thick wood staves mortised into reel head; and (6) Reel shall be assembled with three or four 3/8” diameter steel bolts having cup washers on each end. Bolt shall be trimmed flush with nut. 2.0 Samples: Offeror(s) shall provide a 10 meter sample of the proposed wire rope as part of the offer submission. Samples shall be submitted at no expense to the Government and returned only at the offerors request and expense, unless destroyed should it be tested. Offers/Samples shall be delivered to the address noted in Block 9 of the SF-1449, to the attention of Judi Jzyk. NOTE: Any offeror who has manufactured and delivered this rope for NOAA, PMEL, to the exact specifications above within the past 12 months is exempt from submitting the sample requirement. 3.0 Site Visit: The Government reserves the right to perform a site visit of the manufacturing facility prior to award. 4.0 Order and Delivery: Delivery order(s) will be issued in writing by the Contracting Officer on an as-needed basis. Wire Rope Reel order(s) are to be delivered FOB Destination, to the COTR, appointed at award, at NOAA, Pacific Marine Environmental Laboratory, 7600 Sand Point Way NE, Seattle, WA 98115-0070. Delivery shall be made FOB-Seattle, at the expense of the offeror, within 120 calendar days after receipt of a signed delivery order. 5.0 Period of Performance: The period of performance will be effective from the award date of the contract through a one (1) year period. 6.0 Options: The Government may require continued performance of this contract for two (2) one-year periods at the rates established under the Schedule. Exercising an option will be at the discretion of the Government and may be done anytime during the contract’s current performance period. SCHEDULE: Contract Line Item #0001 – BASE YEAR: Furnish and deliver, in accordance with the specifications an Estimated Quantity of 150 reels of wire rope: Unit Price = $_____/RL x 150 = Total Price $___________; Contract Line Item #0002- OPTION YEAR ONE: Furnish and deliver, in accordance with the specifications an Estimated Quantity of 150 reels of wire rope: Unit Price = $_____/RL x 150 = Total Price $_____________; Contract Line Item #0003 – OPTION YEAR TWO: Furnish and deliver, in accordance with the specifications an Estimated Quantity of 150 reels of wire rope: Unit Price = $_____/RL x 150 = Total Price $_________________. Grand Total of items 0001 through 0003 = $__________________. To be responsive, offerors must provide the Manufacturer of Wire Rope Offered: ______________________________ and the Wire Rope brand name/model name, number, or other identifying nomenclature: __________________________________________________________________________ Quantities provided above are for informational purposes only and are not intended to imply that the quantity stated is an exact indication of the total deliverables required Offerors are required to submit a completed SF-1449. (See [NOTE] at conclusion of the synopsis/solicitation). The following FAR provisions and clauses are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial and the following Addenda: Offers must include with their offer an originally signed SF-1449, a completed Schedule, a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications Commercial Items, FAR 52.225-2, Buy American Act Certificate, and Past Performance Form (See [NOTE] at conclusion of the synopsis/solicitation). FAR 52.212-2, Evaluation Commercial Items applies as follows: (a) The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose submission conforms to the stated technical quality (specifications), quoted price, and past performance is considered most advantageous to the Government. Evaluation of quotes will be per FAR Subpart 13.106. (b) Options. The Government will evaluate, for award purposes, by adding the total price for all option years to the total price for the base year requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance, which unless specified otherwise is 60 days after quotes are due, shall result in a binding contract without further action by either party. Before the specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-4, Contract Terms and Conditions Commercial items and the following Addenda are applicable: FAR 52.216-18, Ordering - effective date of contract through a one (1) year period.; FAR 52.216-19, Order Limitations - (a) Minimum Order: 50 Reels; (b) Maximum order: The contractor is not obligated to honor (1) Any order for a single item in excess of 150 Reels, (2) Any order for a combination of items in excess of 150 Reels, or (3) A series of orders from the same ordering office with thirty (30) calendar days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this provision, and (d) seven (7) calendar days after issuance of the order; FAR 52.216-22, Indefinite Quantity - (d) 90 calendar days after contract completion; FAR 52.219 4, 52.219 23, 52.222 21, 52.222 26, 52.222 35, 52.222 36, 52.222 37, 52.225-13, 52.232 34; CAR clauses 1352.201-70, 1352.201-71, and 1352.233-71. Please note that FAR 52.225-1, Buy American Act – Supplies applies to this acquisition as a small business set-aside and therefore, the end-product must meet the following criteria: The Buy American Act restricts the purchase of supplies that are not domestic end products. A manufactured product of a small business concern is a U.S.-made end product, but is not a domestic end product unless it meets the following component test: For manufactured end products, the Buy American Act uses a two-part test to define a domestic end product. (1) The article must be manufactured in the United States; and (2) The cost of domestic components must exceed 50 percent of the cost of all the components. FAR 52.204-7, Central Contractor Registration (CCR) is applicable; therefore, all vendors wishing to do business with any Federal Government Agency must be registered in CCR. Registration can be completed via the internet at http://www.ccr.gov. You must have a DUNS number in order to begin your registration. If you do not already have a DUNS number and are located within the United States, you may call Dun and Bradstreet at 1-866-705-5711 or via the Internet at http://www.dnb.com. There is no cost to obtain a DUNS number.
