Description
Natural Resources Conservation Service (NRCS) is seeking architect-engineer qualifications on a Wetlands Reserve Program intention. The intention is approximately 11,281 acres in size and is located in Pulaski (approx 9,000 acres) and Jefferson Counties (approx 2,000 acres) in Arkansas. The land is approximately 7 miles west southwest of England, AR. It roughly parallels the eastern bank of the Arkansas River. This is a Joint Venture (JV) and it consists of 19 landowner entities. NRCS will require a perimeter survey of the JV and a survey of each entity within the JV. This will include access easements to the different properties and any exceptions within each entity. NRCS will require three (3) copies of each survey. The surveyor will be allowed two (2) months from the date of award to complete the survey. Inclimate weather, high water, and other natural phenomenon will be considered if delays are incurred. PRESELECTION will be based on a firm having (1) one registered professional land surveyor in the State of Arkansas, (2) current capacity to operate a survey party consisting of three members and (3) performed a minimum of twenty (20) Boundary Surveys in Arkansas within the last two (2) years, in accordance with Chapter 25 Minimum Standards for Property Boundary Surveys. SELECTION will be based on the following criteria (weight values are expressed as percentages after each criterion: 1) Professional Qualifications Necessary for Satisfactory Performance (13%)- Registration and license of land surveyor to perform work; survey party personnel, their knowledge of and experience in survey requirements; the qualifications and experience of key personnel who will be responsible for administering the work required; 2) Specialized Experience and Technical Competence in the Type of Work Required (10%)- Evaluation will be based experience and technical competence in boundary survey in accordance with Minimum Standards for Property Boundary Surveys as set forth in Arkansas statues; 3) Capacity to Accomplish the Work (20%)-Based on ability to satisfactorily accomplish the work required within the established performance period; 4) Past Performance with Contracts with Government Agencies and Private Industry (40%)- Evaluation will be based on previous experience on contracts with Government agencies and private industry in terms of quality of deliverables, cost control, compliance with the required delivery schedule, and the contractors’ experience with providing expert testimony regarding boundary surveys; 5) Location in the General Geographic Area and Knowledge of the Locality (17%)- Evaluation will be based on the proximity and knowledge of the locality in evaluated areas. The government will select one top ranked firm. Firm Fixed-price contract to provide survey services. Firms interested may submit five (5) copies each of completed SF Form 330 – Architect-Engineer Qualifications to the Contracting Officer, USDA, Natural Resources Conservation Service, Room 3416, Federal Office Building, 700 West Capitol Avenue, Little Rock, AR 72201-3225 by close of business March 1, 2005. Facsimiles will not be accepted. Only firms responding by response date will be considered. This acquisition is a 100% Set-Aside for Small Business participation. NAICS Code is 543170, Surveying and Mapping (except Geophysical) Services and Small Business Size Standard is $4.0 Million per annum.
