Description
The Centers for Disease Control and Prevention intends to purchase all labor, material and equipment necessary to extract, identify and produce quantities of proprietery terpene compounds (naturally occurring hydocarbons containing 15 carbon atoms and monoterpenes) from natural product and synthetic sources to be tested by CDC/NCID/DVBID, Fort Collins, CO, for repellency and biocidal activity against arthropods and other pests of public health importance from Oregon State University, Corvallis, OR 97331. The Government intends to evaluate offers and award a contract without discussions with Offerors providing the requested product. Therefore, the initial offer should contain the offeror=s best terms from a technical and price standpoint. The North American Industry Classification (NAICS) Code is 611310 and the Size Standard is 6,000,000 dollars for this requirement. This requirement is a not small business set-aside. Interested vendors capable of furnishing the government with the products in this synopsis should submit two (2) copies of a quotation to the below address. The quotation shall include the itemized price, prompt payment terms, the F.O.B. Point (Destination or Origin), Taxpayer Identification Number (TNN), Dun & Bradstreet Number (DUNs), and descriptive literature of the product quoted. The quotation must reference Solicitation number 2005-Q-01790. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or February 15, 2005, by 8:30 a.m. local time, whichever is later. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the Centers for Disease Control and Prevention, 2920 Brandywine Road, Atlanta, GA 30341, Attention: dreedpenix@cdc.gov. Email quotations will only be accepted if dated and signed by an authorized company representative to: dreedpenix@cdc.gov. Oregon State University., is the only source known to the government that can provide the services as outlined above. The source of the 5 identified proprietary C15 terpenes that CDC wishes to evaluate for repellency and biocidal activity is from the laboratory of Dr. Joe Karchesy, Associate Professor, Oregon State University, Department of Forest Products. These 5 compounds have been previously isolated and identified by Dr. Karchesy?s laboratory. Dr. Karchesy has unique knowledge of which C15 terpenes are most active against arthropods and he has unique knowledge of how to produce these chemicals to > 95% pure fractions. The state of this knowledge has been summarized in the Office of Technology Transfer (OTT) report filed in May 2000 (EIR-I-024-00) and in 3 provisional patent applications (U.S. Patent Appln. Ser. No. 09/595.034, 09/595.035, 09/595.177). These patents list Dr. Karchesy and 3 CDC/DVBID researchers as inventors. We have been working collaboratively with Dr. Karchesy at OSU on developing these patented compounds for public health use since 1992. Dr. Karchesy is highly trained to isolate, identify, and provide us with compounds exhibiting potential biocidal and repellent activity based on laboratory bioassays performed here at CDC/DVBID. Dr. Karchesy is also developing a method to synthesize these compounds from cheap forest residues for the production of ?mixtures? which will be necessary for potential commercialization of these natural product compounds for public health use. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow CDC to determine if the party can fully meet the requirements herein. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.302-1. The requirement will be procured as a commercial item in accordance with FAR Part 12.102(c) under the test program. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The following provisions apply to this acquisition; 52.212-1 Instructions to Offerors - Commercials Items (MAR 2000) applies to this acquisition; 52.212-2, Evaluation - Commercial Items (JAN 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the requirements stated herein, and (2) price. The clause 52.212-4, Contract Terms & Conditions - Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (3), (5), (7), (9), (11), (12), (14), (15), (17), (18), (20) and (24).
