- Work consists of furnishing all parts, labor, materials, equipment, supplies, services and supervision necessary to install and complete certification testing of CARB - Certified Phase I Enhanced Vapor Recovery (EVR) Systems in accordance with California Air Resources Board CARB Executive Order VR-102-E OPW Phase I Vapor Recovery System at Bldg. 133 (Motor Pool, 1 gasoline tank) & Bldg. 170 (AAFES Gas Station, 3 gasoline tanks) at Travis AFB, CA 94535. This is a Request for Proposal (RFP), Price Performance Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon the ?Best Value? to the Government in accordance with FAR 15. The Government reserves the right to award a contract to other than the low offeror. The magnitude of this project is between $25,000 and $100,000. The proposed contract herein is unrestricted. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation package will be posted on Electronic Posting System (EPS) that can be accessed at www.eps.gov/. The Government will not provide paper copies of the solicitation and plan holder list. Telephone, written, facsimile, or e-mail request for solicitation package and plan holder list will not be honored. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Prospective offerors shall submit their company name, address, including your Zip plus four number, telephone number, fax number, e-mail address, and a point of contact via e-mail to the Contract Administrator Ms. Rebecca Gregoroff rebecca.gregoroff@travis.af.mil with a courtesy copy to the Contracting Officer Ms. E. Jane Bailey jane.bailey@travis.af.mil for inclusion on the official bidders mailing list. If you are interested in this requirement please contact the base contracting officer listed and provide the following information to the Contracting Officer not later than ten (10) days after the publication of this notice: (a) SBA Certification of HUBZone eligibility; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of recent, relevant experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers; (d) Your available bonding for this project. All the above must be submitted in sufficient detail within ten (10) days after the publication of this notice or the solicitation will be issued unrestricted pursuant to the competitiveness demonstration program. The response date cited above is an estimate, not an actual. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
