Description

The U.S. Geological Survey intends to enter into non-competitive negotiations with Environmental Systems Research Institute, Inc. (ESRI) of Redlands, CA to purchase a Department of the Interior (DOI)-wide Enterprise Licensing Agreement for the ArcGIS suite of software. The licensing agreement will be in accordance with the GSA SmartBuy program and agreement between GSA and ESRI executed in February 2004. This licensing arrangement will provide for the unlimited use and maintenance of the ArcGIS software and limited quantities of other ESRI GIS software. The support provided under the agreement will provide for the technical support of new and existing ESRI software, the authorization to duplicate and distribute ESRI software and upgrades, and the purchase of additional media kits. In addition, the agreement will provide for limited access to ESRI through telephone user assistance through each identified site. It is intended these services will support currently installed software acquired under the DOI-wide Blanket Purchase Agreement with ESRI or other contract vehicles for ESRI software and new purchases of ESRI software through their GSA schedule contract. A contract vehicle with one base year and two option years commencing on October 1, 2005 is anticipated. ESRI is the only source for technical support and authorization for the rights to duplicate and redistribute their proprietary products. Firms which believe they can provide the above are invited to submit an affirmative response by March 18, 2005. An affirmative response shall include literature, brochures, and other such information which demonstrates the vendor's ability to provide the required Enterprise Licensing Agreement. All responses will be considered. This notice is for information purposes only. A Request for Quote is not available. This may represent the Government's only notice of this procurement.
