Description
The California Institute of Technology's Jet Propulsion Laboratory (Caltech/JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), seek responses to a Request for Information (RFI) for the acquisition of a spacecraft in support of NASA's New Millennium Program (NMP). BACKGROUND: The Space Technology 8 (ST8) subsystem technology validation mission, as a part of NASA?s continuing NMP being managed by JPL, will require the acquisition of a spacecraft, consisting of a spacecraft bus integrated with a JPL-supplied payload, and ground operations/system services. In an effort to ascertain the availability of providers capable of meeting the ST8 mission and flight system technical requirements, JPL will be issuing a Request for Information (RFI) and its accompanying Mission Concept document (Attachment A). NASA has competitively selected specific subsystem technology validation experiments to be the ST8 flight mission payload. The ST8 Project Office will be responsible for competitively procuring a spacecraft bus (carrier) to accommodate the NASA-selected technology experiments. Mission operations and ground system services will be procured under subcontract to the flight system provider, or separately, if the selected flight system provider is not in a position to offer these services. Given the cost constraints of the NMP ST8 project, modification to an existing spacecraft bus design is the anticipated approach. Although the ST8 mission represents the space flight validation of new technologies, this function will be entirely fulfilled through the technology experiment payloads. The carrier is not to incorporate new technologies. Some form of flight heritage or application of existing technologies will be required for all carrier components. The ST8 mission is presently targeted for launch on a Pegasus XL from Vandenberg AFB, CA, in December 2008. The mission requirements call for the flight system to be inserted into a sun synchronous elliptical orbit with an apogee above 1000 km altitude to provide significant radiation environment for one class of payload experiment. The overall mission duration is planned to be six (6) months after completion of on-orbit checkout of the flight system. RFI WEBSITE: The RFI will be posted on or before February 4, 2005 on JPL's NMP ST8 Carrier RFI website at: http://acquisition.jpl.nasa.gov/RFP/GTO-ST8 Responses will be considered from U.S. providers only. JPL POINT OF CONTACT: Any inquiries associated with the above synopsis should be directed to the attention of Gerald T. O'Connell at either the email address of gerald.t.oconnell@jpl.nasa.gov or via a phone call to (818) 354-4885.
