- The U.S. Coast Guard is setting aside this acquisition for HubZone firms only. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The acquisition will be evaluated using past performance and price. The estimated value of this procurement is between $100,000 and $250,000. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for Dry-dock Repairs to the USCGC Albacore (WPB 87309) at the contractor?s facility. The vessel?s homeport is Norfolk, VA. The vessel is restricted from Jonesboro, ME to Shallotee Inlet, NC. The performance period will be 42 calendar days with a start date on or about June 6, 2005. The simplified acquisition solicitation will be posted to the FEDBIZOPS on or before February 24, 2005 at http: www.eps.gov. as a Commercial Request for Quote (RFQ) firm-fixed price procurement for Dry-Dock Repairs to the USCGC Albacore (WPB-87309) a 87 Foot Coastal Patrol Boat with quotes due March 17, 2005. The scope of the acquisition is for the dry-docking, overhauling, cleaning, and repairing of various items aboard the USCGC Albacore (WPB-87309). This work will include, but is not limited to: welding repairs, clean and inspect fuel tanks, realign main engine/reduction gear, remove, inspect, and reinstall propeller shafts, straighten shaft, renew water-lubricated shaft bearings, remove, inspect and reinstall propellers, perform minor repair and recondition of propeller, preserve transducer hull rings, overhaul and renew valves, remove, inspect, and reinstall rudder assemblies, install non-slip sheets and preserve main deck surfaces, preserve rib wet notch deck and stern door interior surfaces, preserve underwater body, preserve freeboard, modify and renew cathodic protection system, renew transducer fairing, provide temporary logistics, routine drydocking, renew deck plating, inspect hull plating, reinforce engine room skeg and strut structures, renew hatch coaming, replace SSDG sea water cooling system overboard valves with flanged valves, preserve forward peak compartment, composite labor, trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. Funds are available for this procurement. Drawings are available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF,etc) Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible certified HUBZONE sources may submit a quote, which shall be considered by the United States Coast Guard.
