Description
PRE SOLICITATION NOTICE: THIS PROJECT IS SET ASIDE FOR CERTIFIED SMALL BUSINESS CONCERNS: The project work location is the U.S. Coast Guard Base Charleston, South Carolina, Charleston County. The project work consists of, but not limited to replacement and repairs to the wood fender system and dolphin piles at the base main pier. The work will include replace forty (40) existing damaged or missing 16? (inch) diameter pier timber fender piles, replace two (2) seven pile cluster dolphins including all required hardware and wire rope. Replace sixteen (16) 6? (inch) x 12? (inch) wood piles, replace two (2) 8? (inch) x 12? (inch) x 50? (feet) horizontal pier timber wood fender piles, including all required hardware, and demolish and remove existing dolphin pile clusters and miscellaneous debris. Estimated construction price range is between $100,000 and $250,000. Performance period is 90 calendar days. The applicable North American Industry Class System (NAICS) 2002 code is 237990. The small business size standard is a three-year averaged annual gross receipt of $28.5 million. Bid, payment and performance bonds are required. BID OPENING DATE IS MARCH 22, 2005 AT 2:00 PM. In accordance with FAR Case 2002-24, Federal Acquisition Circular (FAC) 2001-26, and FAR Subpart 4.12 - Annual Representations and Certifications, the use of ORCA will become mandatory as of January 1, 2005. ORCA is available through the Business Partner Network (BPN) at . Contractors will use ORCA to electronically submit annual Representations and Certifications (Reps & Certs). Contractors will no longer be required to submit hard copies of their Reps & Certs with each proposal. For contractors to be able to upload their Reps & Certs to ORCA, they must have an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN).
