- Description
- It is the Government?s intent to issue a Firm Fixed Price requirement for the item: CVC Helmet. NSN: 8470-01-389-3822s. It will include a Base Year and Two Option Years. Base year minimum quantity is 1,158 ea. Base Year maximum quantity is 5,000ea. The minimum quantity for the two-year term options is 800 ea. The maximum quantity for the two-year term options is 5,000 ea. Two deliveries starting 240 days after award are required. Destinations: New Cumberland, PA and San Joaquin, CA. First Article requirements: 24 helmets, 8 of each size, shall be submitted to the Government representative at the contractor's plant for visual and dimensional conformance in accordance with those paragraphs contained in the end item document entitled "end item visual examination" and "end item dimensional examination". All 24 units will be visually examined and the sample size for the dimensional examination will be 5 helmets. Fifteen (15) helmets; Five (5) each size, shall be submitted to DSCP for testing in accordance with MIL-H-44117a, pages 28 & 29; para. 4.4.5, table vii - end item tests. one helmet of each size for each test excluding sound attenuation and communication equipment operation. Waiver of First Articles Approval will be considered upon request on an individual basis. The solicitation will utilize Best Value Source Selection procedures. Offerors will be required to submit a technical proposal consisting of but not limited to Past Performance, Surge Capacity, Socioeconomic Program, DLA Mentoring, and JAVITS- Wagner-O?Day Act . Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items as defined in DFARS clause 252.225-7012 and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
