Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is INL0122403320B and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular . The associated North American Industrial Classification System (NAICS) code for this procurement is with a small business size standard of 0 employees. However this requirement is unrestricted and all interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Monday, February 7, 2005 at 11:30:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Miami, FL 33102 The Department of State requires the following items, BRAND NAME OR EQUAL, to the following: LI 001, SPORTS UTILITY VEHICLE, QUANTITY: 4, four door, four wheel drive, unleaded gasoline powered, 6 cylinder, automatic transmission, 5-personal seating capacity, power locks, power windows, power mirrors, exterior color: dark green or dark blue. (*In this space, Offers must specify the year, make and model of offered vehicles and provide technical specifications for each.**), 4, EA; LI 002, PICK-UP TRUCK, QUANTITY: 5, four wheel drive, *diesel engine, *manual transmission, quad cab with four full-size doors (front and rear doors on each side must open in same direction), minimum seating for 6 adults, preferred exterior color: dark blue., 5, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. Use of FedBid.com - Buyers and Sellers agree to use FedBid.com as an independent Venue for buying and selling goods or services, respectively. It is understood that FedBid ranks all bids by price, regardless of the evaluation criteria used by the buyer. Buyers and Sellers understand that a Buyer always maintains all rights assigned under their contracting authority and/or applicable acquisition regulations, and may select the most advantageous bid for the governments purpose while considering offline factors such as delivery, past performance, socio-economic classifications, and source rotation. DELIVERY TERMS AND CONDITIONS: Delivery will be made to Robertson Forwarding Co., Miami, FL. The contractor will be required to coordinate delivery with the freight forwarder. The contract number must be marked on the outside of the packing. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to CONUS destination and onward shipment to Guatemala City, Guatemala without repacking or incurring damage during shipment and handling. Award will be made based on lowest priced, technically acceptable offer. This is a combined synopsis/solicitation, Solicitation INL0122406331, from which the Government intends to award firm, fixed price contracts for four Sports Utility Vehicles and five Pick-Up Trucks FOB Destination to Robertson Forwarding Co., Miami, FL 33178 for final delivery to Guatemala City, Guatemala. Contracts may be awarded to more than one vendor. Only new vehicles are acceptable. All vehicles must be U.S. manufactured. Each vehicle must meet, at a minimum, the following requirements: This is a re-compete of DOS Synopsis INL0122403320. APPLICABLE PROVISIONS AND CLAUSES: The following Provisions and Clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 (checked clauses under FAR 52.212-5(a)(1) are 52.203-6 and 52.225-13), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. No additional FAR clauses apply. Each offeror must complete and submit with the offer a signed and dated Standard Form 1449 Solicitation/Contract/Order for Commercial Items (complete blocks 17a, 19 - 24, 30 a - 30c) and the clause FAR 52.212-3. The Addendum provision DOSAR 652.225-70, ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) applies to this procurement and is provided in full text below: 652.225-70 ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) (a) Definitions. As used in this provision, Foreign person means any person other than a United States person as defined below. United States person means any United States resident or national (other than an individual resident outside the United States and employed by other than a United States person), any domestic concern (including any permanent domestic establishment of any foreign concern), and any foreign subsidiary or affiliate (including any permanent foreign establishment) of any domestic concern which is controlled in fact by such domestic concern, as provided under the Export Administration Act of 1979, as amended.(b) Certification. By submitting this offer, the offeror certifies that it is not: (1)Taking or knowingly agreeing to take any action, with respect to the boycott of Israel by Arab League countries, which Section 8(a) of the Export Administration Act of 1979, as amended (50 U.S.C. 2407(a)) prohibits a United States person from taking; or ,(2)Discriminating in the award of subcontracts on the basis of religion. LINE ITEM 002 WAS AMENDED ADDING "diesel engine, manual transmission" as a required feature for the trucks requested. In order to comply with the baseline specifications required, all vendors must bid a product in line item 002 with diesel engine, manual transmission and the other specifications required in the line item description.
