- The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the R.L. Polk and Company to provide renewal (maintenance) of license rights for copies of Expanded PC Vehicle Registration Data Bases and VIN Analysis data (VINA)with Character Substitution, Restraint Systems), Retry Logic, VINPLUS (ABS, Front Wheel /4 Wheel /4 Wheel Drive, Roof Type, Power Windows, Daytime Running Lights). Interested firms must identify their capability to respond to the work requirements listed above. The written response must include detailed information as to professional qualification and relevant expertise/specifically addressing organizational/personnel experience relating to the specific requirement above. Expression of interest without sufficient detail to permit evaluation of capabilities will not be considered. Oral expressions of interest will not be considered. This notice of intent is not a request for competitive quotations nor is a Request-for Quotations solicitation document currently available. It is anticipated that a Fixed-Price Simplified Acquisitions will be awarded for this effort. The period of performance is for twelve months. A determination by the Government not to complete this action is based upon responses to this notice solely for the purpose of determining whether to conduct a competitive simplified acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from R.L. Polk and Company on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 calendar days from the date of publication of this notice.
