Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested and a written solicitation will not be issued. This solicitation, #W912PA-05-SSS-002, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition C ircular. The associated North American Industry Classification System (NAICS) Code for this procurement is 336611 and the small business size standard is 1,000 employees. The government intends to negotiate on a sole source basis with Timberland Equipme nt Limited, P.O. Box 490, Woodstock, Ontario, Canada. The purchase includes two (2) Stainless Steel Panel c/w Digital Readout, Pilot Lights, and push button, two (2) Stainless Steel Plate for Hyd Valves, four (4) Proportional control valve (joysticks) c/w hardware, four (4) Hyd Pressure Gauge 0-1000 psi, four (4) Hyd Pressure Gauge 0-500 psi, six (6) Hyd Control Valve, and installation. Requirements are for delivery FOB Destination to Combat Equipment Battalion Hythe, Southampton, United Kingdom by 15 Apr il 2005. Offeror shall provide a completed coy of provision 52.212-3, Offeror Representations and Certifications  Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of under standing and the ability and willingness to comply with the Governments specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offerors taking exception to it. Th e Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Com mercial; and 52.212-4, Contract Terms and Conditions  Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders  Commercial Items, applies to this acquisition. Offers are due 14 February 2005, 3:00 p.m. local time. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. The Benelux Regional Contracting Office, may consider responses. Responses withou t a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contra ctor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
