Description
The purpose of this Amendment is to answer technical questions in response to the Solicitation. The following are answers to technical questions that were submitted prior to the deadline. The deadline for technical questions has expired. The closing date and time for this Solicitation remains unchanged (10 February 2005, Noon Mountain Standard Time). 1. Question: Is the 60 amp electrical system inclusive of the power required for the refrigeration units? 1. Answer: Per the Solicitation the units shall be compatible with installed electrical system. 2 Question: Reference your requirement for: the enclosure shall be skid mounted using steel skids. We are proposing to use a 20 foot X 8 Foot X 8 Foot Steel ISO Shipping Container, which can easily be lifted by the top 4 ISO corner fitting or a large forklift. This container can function very well without the addition of steel skids. May we delete the requirement for steel skids? 2. Answer: Yes. 3. Question: Is it acceptable to use new steel ISO containers as the basic structure? 3. Answer: Yes. 4. Question: Does the 8-foot height exclude the skids and the top mounted HVAC units? 4. Answer: Yes. 5. Question: What is the approximate width of the skids on the roll off vehicles to be used? 5. Answer: 8 Feet. 6. Q uestion: Will an 8 foot, 6 inch high ISO steel container be acceptable as the base structure? 6. Answer: Yes. 7. Question: Is it mandatory that the containers be 8 foot high rather than the standard 8 feet, 6 inches in height? 7. Answer: No. 8. Question: W ould you accept enclosures that are 8 feet, 6 inches? After insulation and floor are installed your floor to ceiling height would be about 7 feet, 5 inches. 8. Answer: Yes. 9. Question: Would you prefer these units to be prefabricated or containers or does it matter? 9. Answer: No preference. 10. Question: What type of steel enclosure, i.e. steel container, corrugated steel facing, etc.? 10. Answer: Steel container. 11. Question: Do the containers have to be new? 11. Answer: Yes. 12. Question: We do not hav e a certified engineer on staff. Should it be necessary we can outsource an engineer to certify and provide blueprints for this project? Will it be absolutely necessary? 12. Answer: Per the Solicitation, our requirement is firm in that the contractor shall provide blueprints, specifications and descriptions of work for equipment enclosure, preinstalled electrical and mechanical equipment for approval prior to fabrication. All design and analysis calculations shall be signed and stamped by a certified engine er and shall conform to the most stringent standards applicable to said fabrication. The contractor is responsible for their selection of a certified engineer. 13. Question: Is a zinc rich marine primer an acceptable substitute for the zinc chromate? 13. A nswer: Yes (Compatible paint combination required) and this product must meet or exceed requirements in the Solicitation to include painted white. 14. Question: Can a primer bar rust epoxy number 235 be used with a Devane Gloss Paint? 14. Answer: Yes (Com patible paint combination required) and this product must meet or exceed requirements in the Solicitation to include painted white. 15. Question: Are factory finished exterior cladding (exterior walls) with an alternate finish system (i.e. G90 galvanized s teel with Kynar/Hylar finish) an acceptable alternate to the specified zinc chromate and white paint specification? 15. Answer: Yes (Compatible paint combination required) and this product must meet or exceed requirements in the Solicitation to include pa inted white.16. Question: Since you are requesting two evenly spaced HVAC units in the van, is ducting required? 16. Answer: No. 17. Question: Is a single pane auto safety glass fixed window in a rubber gasket with a heavy-duty wire screen over it suitable ? 17. Answer: No. 18. Question: Can the window size be 3 feet by 3 feet? 18. Answer: Yes (must be able to open and close). 19. Question: Are the windows to be s ingle or dual glazed? 19. Answer: Single. 20. Question: Is an industrial, hospital grade, seamless, vinyl flooring that curls up to the walls 4 inches to aid in cleaning suitable? 20. Answer: Yes. 21. Question: It states that you require 13,000 btu cooling and 5000 btu of heat. Do you mean 5,000 watts (kW) of heat? 21. Answer No - Requirements are stated properly. 22. Question: The specifications list a requirement to maintain 70 degrees Fahrenheit inside the enclosure and 2 roof mounted HVAC units. Please advise the operating environment temperatures (i.e. 0 degree Fahrenheit to 120 degrees Fahrenheit) so that we can properly confirm design heating and cooling load calculations to maintain 70 degrees Fahrenheit. Also, advise occupant load and any other equ ipment heating and cooling loads? 22. Answer: Equipment enclosures are subject from 30 degrees Fahrenheit to 125 degrees Fahrenheit (Outside Air Temperature). Per the Solicitation the equipment enclosures will be used to house various types of instrumentat ion and automated data processing equipment. Occupancy is two personnel. 23. Question: When will your office be providing drawings so we have your requirements on the layout? 23. Answer: Per the Solicitation there are no drawings available for the equipmen t enclosures. 24. Question: Is the unit to be inspected at origin or destination? 24. Answer: Destination. 25. Question: Is delivery to destination to be included? 25. Answer: Please review the Solicitation. In summary, FOB Destination and the contractor i s responsible for transportation to the U.S. Army Yuma Proving Ground (USAYPG), AZ and shall include all transportation costs in their proposal. The Government will off load the equipment enclosures at the Kofa Firing Range, Building 3512, USAYPG. 26. Ques tion: For lifting, will the ISO corners (with holes) be okay or do you want some kind of rings? 26. Answer: The ISO corners with holes are fine. 27. Question: The heading on the front cover of the Solicitation page says you require 54 Steel Equipment Enclo sures 8X20X8, but your requirement says you require 4 Steel Equipment Enclosures 8X20X8. Which is it? 27. Answer: The Number 54 represents the Federal Supply Group. Per the Solicitation the Quantity is 4 Each. 28. Question: Fire resistance. Is a fire resis tance assembly required to conform to ANSI/UL 263 or to be tested per ASTM E119? 28. Answer: Enclosures require Class A, B, or C flame spread rating for interior finish surfaces per NFPA 101. No exposed insulation. 29. Question: Is a fire resistant rated d oor and frame required for this project? 29. Answer: No. The door must meet the specifications in the Solicitation. Also, the door must swing out. 30. Question: Are alternate insulation systems meeting or exceeding the designated R-values acceptable? 30. A nswer: Yes. Per the Solicitation the interior walls, floor and ceiling shall be insulated with sprayed polyurethane insulation to an R factor of 19 or better. Also, see Question and Answer under 31. 31. Question: Reference your requirement for: The interio r walls, floor and ceiling shall be insulated with spray polyurethane insulation to an R factor of 19 or better. May we substitute, Fire rate Isocyanurate foam board for sprayed polyurethane insulation to an R factor of 19 or better? 31. Answer: Yes. Howev er, the contractor is responsible for ensuring that all applicable building, fire, safety, and electrical codes are met. 32. Question: Reference your requirement for: The interior lighting system shall be a minimum of three sets of double tube fluorescent fixtures 48 inches long, spaced evenly on the ceiling. Do you require 3 each light fixtures 4 feet long with 2 bulbs or 6 each light fixtures 4 feet long with 2 bulbs? 32. Answer: 3 each light fixtures 4 feet long with 2 bulbs. 33. Question: Please let us know if there are any applicable building codes (Uniform Building Code, California Building Code, etc.) these shelters are to be designed to. 33. Answer: The co ntractor is responsible for ensuring that all applicable building, fire, safety, and electrical codes are met. 34. Question: Requirement lists that we fill out Offeror Representation and Certification Commercial Items per FAR. My question: If I have regist ered my company with the Central Contractor Registration (CCR) and with the Online Representations and Certifications Application (ORCA), which is supposed to be all-inclusive for Government bodies, is this acceptable or are we still required to go to the site and fill in this document? 34. Answer: Please refer to the Solicitation, FAR 52.212-3 Offeror Representations and Certifications  Commercial Items (Jan 2005). The following applies: An offeror shall complete only paragraph (j) of this provision if th e offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. Note that Alternate I (Apr 2002) is required for this Solicitation, if this has not been completed at the ORCA website it must be submitted per the S olicitation. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision along with Alternate I (Apr 2002).
