Description

Contractors may view and/or download this solicitation and all amendments from the Interne t after solicitation issuance. Description of work: Design and construct temporary and specified relocatable facilities, along with supporting utilities and infrastructure, to temporarily support the stationing of a Brigade Combat Team (approximately 3250 personnel) on Fort Bragg, Nort h Carolina. Facilities to be designed and constructed include, barracks (for 1500 personnel), company operations facilities, brigade and battalion headquarters, dining facility, battalion storage buildings, arms vaults, laundry facilities, and grounds mai ntenance sheds. Supporting infrastructure includes site development (tree harvesting, clearing, grubbing, grassing, and erosion control measures) as well as improvements to include parking, roads, trails, and a physical fitness training area. Interior de sign and furniture procurement and installation are included. The project also includes all utilities (potable water, sanitary sewer with lift station, storm drainage, electrical, natural gas, and information systems). The project will be solicited and procured using a one step design-build request for proposal in accordance with FAR 36.32. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. TECHNICAL FACTORS: FACTOR 1  BUILDING FUNCTION AND AESTHETICS and FACTOR 2  SITE DESIGN are equal in importance and more important to than factor 3 and factor 4 and significantly more important than factor 5. FACTOR 3  CORPORATE RELEVANT EXPERIENCE is more important than factor 4 and significantly more important than factor 5. FACTOR 4  PAST PERFORMANCE is more important than factor 5. FACTOR 5  BUILDING SYSTEMS. The anticipated cost range is $100,000,000 to $250,000,000. Options may be included. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solic itation will be issued in electronic format only and will be available on or about 15 February 2005 on the internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the internet. No additional media (CD-ROM, floppy disk s, faxes, etc.) will be provided.
