Description
1.0 This is a market survey being conducted by the Navy Aerial Target and Decoy Systems Program Office (PMA-208) of the Program Executive Office for Strike Weapons and Unmanned Aviation [PEO (W)]. It is intended to determine the existence of sources that have the capability to design, integrate, build, test and manufacture aerial target/missile systems. The United States Navy has an emergent requirement for a cost-effective aerial target system to simulate a Subsonic Cruise/Supersonic Sprint Sea-Skimming Anti-Ship Cruise Missile Threat. This Target System will be used to support current Fleet training of weapon systems as well as the test and evaluation of ship self-defense systems currently in development. Examples of these programs in development include, but are not limited to, the SM-6, AEGIS, and DD (X) programs. Anticipate the target program to enter System Development and Demonstration (SD&D) in FY-06 timeframe. Initial Operational Capability (IOC) is desired in FY-10. As a result, the program office is considering various acquisition strategies in order to meet the cost, schedule and performance requirements. These strategies may include, but are not limited to: new development; modification of current target or missile systems; foreign military equipment; and conversion of surplus missiles in US inventory. Technical information, Concept of Operations (CONOPS), estimates of schedules, producibility, maintainability, sustainability, cost data and innovative approaches are all desirable information in response to this Request For Information (RFI). Industry comments and feedback to this Request, will be analyzed, considered, and possibly used in the development of a potential Solicitation and/or Request for Proposal (RFP). A classified Industry Day is schedule for 22 February 2005, details available upon request. All interested attendees must respond via email to Dawyn Johnson, dawyn.johnson@navy.mil, and David Williams, david.t.williams@navy.mil, by the close of business on 15 February 2005. 2.0 The following constraints apply to the Target System: A. Range (nautical miles): 35 minimum (min)(108 desirable) (cruise) / 11 min (terminal maneuver) B. Speed (mach): 0.7 min (cruise) ? accelerating to 2.8 min for terminal maneuvers C. Altitude (feet (ft) Absolute): 50 cruise ? 16 terminal (with sea state 3) D. Terminal Maneuvers (g): 6.5 min (15+ desirable) E. Payload: Capable of carrying active RF/ECM/ECCM and required range safety equipment, i.e. transponder, telemetry, command terminate, etc. F. Body length (ft): 28 max (Total Sprint + Cruise Vehicle w/o a booster) G. Diameter (ft): 1.7 max H. Wingspan (ft): 9.9 max I. Endpoint Accuracy (ft): +/- 100 (designated to a moving endpoint) J. Integration in current Navy range infrastructure K. Shipping commensurate with standard commercial shipping by land, air and sea 3.0 Written comments will be accepted for up to 60 days after release of the RFI.
