- THIS PRE-SOLICITATION NOTICE IS BEING ADVERTISED ON AN UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION. THE PROPOSAL DUE DATE IS TO BE DETERMINED. The NAICS Code for this Request for Proposal is 236220: Commercial and Institutional Building Construction. The Size Standard is $28,500,000. The work consists of: P725 -New facility will consist of two multi-story buildings constructed of concrete floors and foundation with brick and concrete on exterior and metal stud partition walls. Project will add 199 parking spaces; modify and upgrade existing parking spaces; and include miscellaneous site work. The structural steel roof framing will have a standing seam metal roof. There will be interior and exterior stairwells. Windows will be double glazed and insulated with aluminum framing. The Heating Ventilation and Air Conditioning (HVAC) systems will have individual room controls. Complete electrical systems will include electrical equipment, wiring and lighting, and communication wiring, which include cable TV, modem and telephone hookups. The structure will include fire protection systems in compliance with all Fire Protection Association (FPA) regulations including sirens, alarms, and sprinklers. New construction will include Counter Terrorism Force Protection (CTFP) in compliance with the minimum construction standards. New Construction will provide (365) 2 + 0 modules, housing E1-E9 transient personnel. The 2 + 0 module consists of one bedroom with a bath. The module is sized for two E1-E3 or one E4-E9. The total square footage shall be approximately 196,000 SF for the Visitor?s Quarters. This project will include module construction with hotel style entry. P729 Construct an Aviation Rescue Swimmer Training Facility (ARSTF), accessible to the bay with indoor training pool, indoor physical training areas, classrooms, instructor and staff offices, male and female locker rooms, storage and equipment maintenance space. The total square footage shall be approximately 34,844 SF for the Aviation Rescue Swimmer School. Construction will include pile foundation; double glazed, insulated, tinted, aluminum framed windows; HVAC with individual room controls and conditioned make up air; complete electrical system to include electrical equipment, wiring and lighting; fire protection system comprised of sprinklers and fire alarms; cable TV, computer modem and telephone hook ?ups as required; and supporting facilities of pavements, utilities and other related site work. Project includes Anti-Terrorism/Force Protection and Physical Security in compliance with the minimum construction standards as directed in ?Interim Department of Defense Antiterrorism/Force Protection Construction Standards? Project will include demolition of Building # 667 (restaurant), 671 (1,394 M2), 672 (1,066 M2), 3468 (3,079.74M2), 3469 (2,491.20M2), 3470 (3,079.74M2), 3471 (3,079.74M2), 3472 (3,079.74M2), 3473 (2,491.20M2), 3474 (1,765.16M2), and 3475 (1,765.16M2). Demolition includes asbestos abatement. P747 Construct a Physical Fitness Center at Naval Air Station Pensacola to serve officers and enlisted personnel assigned. The facility will include two basketball/volleyball courts with spectator seating, a Fitness and Aerobic Area, Racquetball and Handball Courts, Multipurpose Room, Martial Arts Room, Staff Support Spaces, Lockers for Men and Women, Lobby, Utility spaces and Administrative Space for MWR Personnel. The building shall consist of spread footings, slab on grade with steel (or concrete) frame construction and metal stud partitions. Exterior shall include masonry and/or concrete construction. Roofing shall be single ply PVC supported by metal decking. Building shall also include sound attenuation, lighting, HVAC and fire detection and protection systems. The facility shall be ADA accessible. Force Protection features will be included that will comply with current DOD Construction Standards. The total square footage shall be approximately 53,377 SF for the Physical Fitness Center. The Government will award one Firm-Fixed Price Contract resulting from this solicitation to the responsible, responsive proposer whose proposal conforms to the solicitation considered to be the ?BEST VALUE? to the Government, price and technical factors considered. This procurement will consist of two (2) Phases. Phase I: Proposers will be evaluated on FACTOR A - Past Performance: (1) Design and (2) Construction; FACTOR B - Small Business Subcontracting Effort; FACTOR C ? Technical Qualifications (1) Design and Construction Teams. The highest rated proposers, up to five (5), will advance to Phase II. The Government will then request Phase II proposals. The proposers qualified to go to Phase II will be evaluated on: FACTOR A - Past Performance (same as Phase I unless conditions change); FACTOR B- Small Business Subcontracting Effort; FACTOR C - Technical Approach. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; use of tradeoff processes when it may be in the best interest of the Government; to consider award to other than the lowest priced proposers or other than the highest technically rated proposer; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous (Best Value) to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. FOR SPECIFICATIONS: The Government intends to issue PHASE I only on the WEB. Phase I will be issued within the next couple of weeks. PHASE II WILL BE ISSUED AT A LATER DATE FOR THOSE CONTRACTORS CHOSEN TO GO TO PHASE II. The entire solicitation, including any plans and the specifications, will be available for viewing and downloading at http://esol.navfac.navy.mil., upon issuance. Prospective Offerors MUST and should immediately register themselves on the web site. The official plan holder?s list will be maintained and can be printed from the web. Amendments will be posted on the web site. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION.
