NAICS Code: 541511 The SOW and background information is located at the EPA OAM Website @ http://yosemite1.epa.gov/oarm/oam/forecastdatabase.nsf under Forcast Database Record Number: FY 05-121 Operation of a Center for Community Air Quality Modeling and Analysis (CMAS) The US EPA has collaborated in the establishment of a non-profit center for air quality modeling community, The community Modeling and Analysis System (CMAS), The CMAS center is a functional entity providing expertise in support of open code, public-domain air quality model products. This contract will operate the CMAS to provide user assistance, periodic public model code releases and maintenance, model updates or extensions (enhancements), model documentation and user guides, and training related to air quality modeling with EPA-designated air quality products. CMAS supports regulatory users other than EPA of the specified air quality products (e.g. states and regional entitities), The proposed procurement is for air quality support to users of EPA air quality modeling tools. The resulting contract will operate a support center to provide user assistance, periodic public release of new and updated air quality software, model documentation, training, and conferences related to the air quality modeling tools. This contract is anticipated to provide a one-year base period with four one year option periods for a total period of performance of five years. The purpose of this announcement is to determine the availability of small business, small disadvantaged businesses, 8(a) small businesses, HubZone small businesses, women-owned small businessess, veteran owned small business, and serviced disabled small business capable of performing the activities included in the SOW. The SOW requirements fall under NAICS code 541511. Interested small business, small disadvantaged businesses, 8(a) small businesses, HubZone small businesses, womened-owned small businesses must demonstrate in their qualification statements that they are qualified to perform the SOW under this NAICS Code. At a minimum, each small business, small disadvantaged business, 8(a) small business, HubZone small business, women-owned small business, veteran-owned small business, and serviced disabled veteran-owned small business shall provide specific details regarding personnel capabilities; current equipment or methods of obtaining the necessary equipment; office location; size of firm (employees/revenue); financial resources; other contracts, both federal and commercial; quality assurance procedures currently in place; and capabilities/experience necessary to perform the SOW or specific tasks of the SOW. Responses are limited to 10 pages. including attachments. The EPA will not be responsible for any capability statements costs incurred by any vendor in response to this announcement.
