Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. GSA Reference Number 4PM-05-0019 is being released using simplified acquisition procedures as described in FAR 12.3, and is therefore issued as a Request for Quote (RFQ). This announcement constitutes the only solicitation; competitive quotes are being requested and a written solicitation will not be issued. The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. This project is being advertised as a Small Business Set Aside; NAICS code 561621-security barriers and 561730-maintenance. Scope of work consists of 20 rectangular vehicle barrier planters measuring 48" x 30" x 24", including installation, initial set up, planting soil and plants with one year maintenance agreement. Barriers must be functional planters, with drainage and integrated sub irrigation watering system, able to maintain natural plants in a tropical environment. Barriers are to be concrete filled with rebar skeleton reinforcement, capable of withstanding vehicle impact. Exterior finish should be a travertine, or equivalent, finish consistent with the exterior of existing historic, cut coral, Key West Post Office Courthouse. Plants are not to exceed 12" in height. GSA will be responsible for removal of existing temporary barriers. GSA will coordinate this removal with awardee. Standard Form 18 shall be used to submit all quotes. The SF18 can be downloaded from this site as well. Quote shall be a lump sum which includes, but is not limited to, installation and set up, material cost, shipping costs, any other costs and any discounts. While award will be made based on price, awardee may be asked to submit past performance data. The Government reserves the right to award on initial quotes; however, if necessary, discussions may be necessary to obtain fair and reasonable price. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverables listed herein. Vendor must be registered in the Central Contractor Registration (CCR) database in order to be eligible to receive award. Vendors shall visit www.ccr.gov to register. Award is anticipated to be made approximately mid February, 2005. Completion date will be sixty (60) calendar days after award. The resultant award will be a firm-fixed-price purchase order. FAR 52.212-1, FAR 52.212-4, and FAR 52.212-5 apply to this acquisition. Quotes shall include a completed copy of the provisions at FAR 52.212-3. The provision at 52.212-2 does not apply to this acquisition. The following additional FAR clauses apply: 52.203-6, 52.203-6 Alt I, 52.219-6, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.223-9, 52.225-1, and 52.232-33. All quotes, submitted on the SF18, are due by Feb 16, 2005 3:00PM EST. Faxed quotes are acceptable via FAX 305-536-3080 ATTN: Hans Riedel, Property Manager.
