Description
NASA/GRC plans to issue an Invitation for Bids (IFB) for Repair of High Voltage System at Plum Brook Station, Sandusky, Ohio. The work to be performed under this project consists of providing the labor, equipment, and materials to replace high voltage electrical equipment located at the National Aeronautics and Space Administration Plum Brook Station, 6100 Columbus Avenue, Sandusky, Ohio 44870. The work consists of replacing two capacitor banks at Substation A, a pilot wire protective relaying scheme between substations A & H, and an internal metering system. The BASE work shall consist of : Replace (2) 2000kVAR single stage capacitor banks located behind Substation A control building with new metal enclosed automatic stepping 3000kVAR banks; (the old capacitor banks are PCB contaminated); Replace 15kV feeders to the banks from the disconnecting fuses; Replace old barrel style fuses and existing oil switch with new high voltage disconnecting fuses; Remove old electro-mechanical relays in control panels in Substation A and H; Install new microprocessor replacement relays, auxiliary relays, and test switches in existing control panels; Run new fiber optic cable between Substation A & H on existing pole line; Power meter system ?head end? including PC station, system management software, replacement of (2) network switch hubs. OPTIONS: Option one-Removal and replacement of energy metering at the B2 Test Building (Sub G), Sub H, Sub F, K-Site transformer, ?B? Boiler House Building, and new meters. CTs, and PTs at the Engineering Building and B-Control; Ethernet gateways and new enclosures for metering are required at various locations. Option two-Removal and replacement of energy metering at Substation A, Reactor Trailers North, Reactor Trailers South, 1000kVA transformer at Reactor Trailers, Interconnect Building at CCL, CCL Control Building, CCL/HTF Substation, and a new meter, CTs, and PT at the Sprint Tower; Ethernet gateways and new enclosures for metering are required at various locations. Qualified High Voltage personnel shall be journeyman as certified by the State of Ohio or equivalent training in both classroom and on the job training. The magnitude of the Construction project is estimated between $500,000. and $1,000,000. A FIXED PRICE CONTRACT is contemplated. This work is considered "SPECIALTY TRADE CONTRACTORS". The North American Industry Classification System (NAICS) code is 237130 and $28.5 million in three-year average annual receipts for determining whether or not a business is small. THIS IS A 100% SMALL BUSINESS SET-ASIDE. Technical and procurement related questions shall be directed to: Erick.N.Lupson@nasa.gov. The firm date for receipt of offers will be stated in the IFB. Drawings and specifications will be available from a local BLUE PRINTER listed in the IFB. The Period of Performance shall be stated in the IFB. THE SOLICITATION SHALL BE POSTED AS SOON AS AN RFO OPENING DATE IS ESTABLISHED.
