Description
NASA/SSC plans to issue a Request for Quote (RFQ) for a Temperature and Humidity Chamber. This instrument is required to have the following salient characteristics: Temperature Range -30?C to +177?C, ?0.3?C; Humidity Range 10% to 98%, ? 2% RH.1.5 HP, air-cooled, single-stage refrigeration system utilizing environmentally correct refrigerant; LN2 boost system; 5 CFM Dry air purge system; Interior Dimensions: (clear usable workspace) 36" wide x 36" deep x 36" high; Exterior Dimensions: (nominal) 56" wide x 58" deep x 81" high; (2) ea 3" Inner Diameter access ports with insulating plug; Viewing Window: 12" x 12" window, with wiper, in door, a multipane, heated viewing window in the chamber door. The window will be constructed with desiccant filled separator frames to insure continued dryness between the panes; Full opening, left-hand hinged front door. Set of 6? glove ports, with gloves, in door; Vendor shall supply On-site training for the maintenance and operation of the Chamber; Power Requirements: 230 volt, 1 phase, 60 hertz 39 Full Load Amps, 45 Amp, or 230 volt, 3 phase, 60 hertz 25 Full Load Amps, 30 Amp; (2) Sets of installation drawings and operator maintenance manuals shall be provided with the system; 5 CFM Dry air purge system; Windows based control software with remote editor/logging capabilities; Built in 3.5" - 1.44 MB floppy disk drive for data logging, alarm logging, and program storage; Instruments supplied with each chamber will be calibrated with NIST traceable instruments, verified by an accredited A2LA, or ANSI/NCSL Z540 Quality program; Stainless steel wire shelves, with a minimum 50 lb capacity each shelf; Dual channel programmer/controller with RS232 and IEEE-488 interface; Solid-state relative humidity sensor; the unit will be equipped with an Interior light; Water de-mineralizer and indicator light with replaceable cartridge and one replacement cartridge.; Five gallon distilled water reservoir; Instruments supplied with each chamber will be calibrated with NIST traceable instruments, verified by an accredited A2LA, or ANSI/NCSL Z540 Quality program; Direct Relative Humidity and Temperature readout capability; complete processor diagnostics; Noise levels as measured 3 feet away from chamber at right angles shall be no greater that 72dBA. The Period of Performance for this procurement is 60 days desired and 90 days required. Failure by the offeror to submit an offer not conforming to the aforementioned Period of Performance shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, technical specification, or drawings. Additionally, upon release of the solicitation all offerors are reminded that all correspondence with regard to the same shall be coordinated through the office of Procurement** This acquisition is unrestricted. The NAICS Code and Size Standard are 423490 and 500 employees respectively. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this commercial item in accordance with FAR Part 12. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 20% Past Performance, 20% Schedule, 25% Cost, and 35% Technical compliance/expertise. Past performance and technical compliance/expertise when combined are more important than cost. FOB is destination. The anticipated release date of this RFQ is on or about February 15, 2005 with responses due NLT 3:00 PM March 14, 2005. All questions with respect to this acquisition shall be submitted in writing to this office not later than February 24, 2005. An Ombudsman has been appointed. See NASA Specific Note "B".
