- NASA/SSC plans to issue a Request for Quote (RFQ) for an optical comparator. This instrument is required to have the following salient characteristics: Optics: 20 inch projection screen with 90 degree centerlines; Telecentric optical system, with fully corrected image, erect and un-reversed images; Projection lenses with constant working distance; 10x, 20x, 50x, and 100x lenses; Automatic lens changing. Measurement Features: 0.00004 inch (1 um) resolution glass scale; Precision rotary screen ring; Digital readout of screen rotation to 0.01or 1 inch. Measuring Stage: 15 x 9 inch travel; 32 x 8 inch worktable; 550 lb load capacity; 3 inch focus travel; 8.38 inch constant working clearance; 18.38 inch throat clearance; Variable speed power drives with joystick control; DC servo motor drive. Other Required Features: Automatic edge detection; Surface illumination; LCD display and membrane control panel; 32 bit Measurement software that can create automatic measurement routines compatible with Windowsbased computer systems. The Period of Performance for this procurement is 60 days desired and 90 days required. Failure by the offeror to submit an offer not conforming to the aforementioned Period of Performance shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, technical specification, or drawings. All of the aforementioned information with respect to this acquisition will only be available electronically at the following address: http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=64. **All offerors are reminded to check the above noted web address for the most current information with respect to this acquisition. Additionally, upon release of the solicitation all offerors are reminded that all correspondence with regard to the same shall be coordinated through the office of Procurement** This acquisition is unrestricted. The NAICS Code and Size Standard are 423490 and 500 employees respectively. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this commercial item in accordance with FAR Part 12. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 20% Past Performance, 20% Schedule, 25% Cost, and 35% Technical compliance/expertise. Past performance and technical compliance/expertise when combined are more important than cost. FOB is destination. The anticipated release date of this RFQ is on or about February 15, 2005 with responses due NLT 3:00 PM March 14, 2005. All questions with respect to this acquisition shall be submitted in writing to this office not later than February 24, 2005. An Ombudsman has been appointed. See NASA Specific Note "B".
