- COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This Solicitation HQ0095-05-T-0048 is a Request for Quote (RFQ) for Surveillance Detection Equipment in accordance with the Government?s requirement. (iii) This Solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-27, effective December 28, 2004. (iv) This requirement is unrestricted, the associated NAICS code is 334220 and business size standard is 750 employees. (v) The requirement is as follows: Surveillance Detection Equipment: CLIN 0001 1 Qty ? Spotting Scope, 77-85 mm objective lens, 20-60X magnification eyepiece, straight (not angled) eyepiece configuration. Lenses must be either Fluorite or Extra Low Dispersion specification CLIN 0002 1 Qty ? Digital Camera, SLR style, 16.7 megapixel, dual card slots, compatible with Canon EOS line of auto-focus lenses and compatible with the EF1.4X II extenders CLIN 0003 1 Qty ? Digital Camcorder Body Only (no lens), Mini-DV format, color LCD viewfinder, 24P frame capture, must be compatible with lenses at CLIN 0005, CLIN 0006 and CLIN 0007 (Canon EOS EF style) and compatible with the EF1.4X II extenders CLIN 0004 1 Qty ? Auto-focus Adaptor for digital camcorder body at CLIN 0003 (for using lenses in auto-focus mode) and compatible with the EF1.4X II extenders CLIN 0005 1 Qty ? Telephoto lens, 1200mm focal length, F5.6 or better aperture, capable of auto-focus function, for use with standard 35mm SLR camera body, which is compatible with EF1.4X II extenders CLIN 0006 1 Qty ? Telephoto lens, 600mm focal length, image stabilized, F4 aperture or better, auto-focus, compatible with the EF1.4 II extenders CLIN 0007 1 Qty ? Zoom lens, 100-400mm focal length, f4.5 or better, image stabilized, capable of auto focus, compatible with SLR style digital camera at CLIN 0002 and compatible with the EF1.4X II extenders CLIN 0008 3 Qty ? 17 inch LCD color television (flat panel)with A/V inputs (vi) The requirement shall be FFP. (vii) Delivery: March 5, 2005, FOB Destination. Ship to: Pentagon Force Protection Agency, ATTN: Dave Mayberry, 9000 Defense Pentagon, Room 2E139, Washington DC 20301-9000. Notification Must be 48 hours in advance. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instruction to Offerors--Commercial items. The following provision is being added as an Addendum: FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. (ix) FAR 52.212-2, Evaluation- Commercial Items. Award shall be based on the best value to the Government, considering price and other non-price factors (ability to meet solicitation requirements). (x) Offerors are to include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. (xi) The following provision does apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items. (xii) The following clause is applicable to this acquisition: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following FAR clauses within the aforementioned clause are being selected as applicable: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, and 52.232-33. (xiv) There is no Defense Priorities and Allocations System (DPAS) assigned rating. (xv) Numbered Notes are not applicable to this procurement.
