Description
Tree Trimming This is a combined synopsis/solicitation for a commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. There will be a site visit on 19 Jan 2005 at 1000 hrs to go over the scope of work and visually inspect areas to be trimmed. This requisition # FA4460-05-T-0004 is issued as a request for quotation (RFQ). This solicitation document, incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-27. This acquisition is 100% set aside for small business; NAICS: 561730; Dollars: $6M. Quotes are to be received by this office NLT 1500hrs CST on 2 Feb 2005. Quotes can be faxed, or e-mailed to the points of contacts listed on this notice. CLIN 0001 Tree Trimming: GENERAL REQUIREMENTS: Scope of Work. The described work is a required preparatory activity for the future installation of an electrical utility line which will be routed parallel to Marshall Road on Little Rock AFB, Arkansas. The Contractor shall complete all tree and vegetation trimming & removal activities in strict accordance with AFJMAN 32-1082 Facilities Engineering Electrical Exterior Facilities, Section XIV – Tree Trimming (copy of cited excerpt provided as Attachment 1) in a manner that meets both the environmental and clearance needs while heeding all applicable safety precautions. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and transportation necessary to perform the work as described herein. The Contractor shall perform the scope of this contract within 45 days of contract award. All contract activity shall be performed in strict accordance with existing federal, state, and local laws and regulations and the terms and provisions of this contract SPECIFIC REQUIREMENTS: Magnitude of Trimming. Complete tree and vegetation trimming & removal for a future high-voltage (13.8 kV) electrical distribution line (with street lighting) right of way having an estimated total length of 7,000 linear feet (LF) in undeveloped areas (i.e. line will be routed through wooded areas) parallel with Marshall Road. Trees and vegetation shall be trimmed or removed back a distance of 10’ as measured from the existing, outermost tree line, on the west side of the road – refer to paragraph 7. The resulting utility corridor shall have uniform width dimensions throughout. Trees not being removed but only being trimmed must be left in as sound of a condition and appearance as possible. If leaving the tree in reasonable condition and appearance is incompatible with necessary clearance, consideration should be given to removing the tree. One exception to the referenced AFJMAN will be to omit the requirement to treat the tree trimming wounds (found in paragraph 4-58 of the AFJMAN). Tree Removal. The Contractor shall be responsible for identifying and quantifying all trees, with a diameter breast height greater than or equal to 4”, required to be removed in compliance with the guidance of this contract. The Contractor shall provide the total quantity of removed trees, with 4” size, to the Contracting Officer at project completion. Prior to any removal of trees, the Contractor shall contact the Contracting Officer for approval. All trees to be removed shall be cut down. When an entire tree needs to be removed, the stump of the removed tree shall be cut no higher than 2 -inches above the adjacent natural grade. Tree Debris Disposal. All debris must be removed the same day that it is cut.
