Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-05-T-0040 This acquisition is issued as a Request For Quote (RFQ. (iii) The solicitation document and incorporated provisions and clauses ar e those in effect through Federal Acquisition Circular 2001-25. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Camera System Package in accordanc e with these Specifications: This Camera System package will include two parts. Part one: is for a 5 camera system and Part two: will include a 3 camera system. Each system will contain the following components: 1. The cameras will be mounted on a pa n/tilt mechanism with full remote control capability. Remote control of the pan/tilt, focus, zoom and iris control will be achieved through fiber optic link to minimize interference caused by electromagnetic (EMC) testing. The camera and pan/tilt must be shielded such that it can operate in a minimum of 200 V/m (DC to 18 GHz) environment. Both the camera and pan/tilt must be able to operate from standard AC power. The camera must have: (A). A minimum focal length range to include 2.4 through 60 mm. (B) . A minimum angular field of view of 45 degrees in the wide mode. (C). A telephoto angular field of view of 2 degrees. (D). The ability to provide imagery in a low light condition  down to 3.0 lux. (E). An iris control with an option for fully aut omatic or manual function. (F). Color output. (G). Image will have a minimum of 500 H X 490 V pixels. 2. Controllers: There need to be a sufficient number of controllers to operate the number of cameras per system (five cameras in system 1 and three cameras in system 2). Prefer to minimize the number of controllers as space in the control rooms may be limited. 3. Video multiplexer. The video multiplexer will allow the signals from up to four cameras to be combined and displayed on a single monitor simultaneously. It will also allow selection of a single camera feed to be routed to the monitor. (Total of 2 for the package). 4. 17 LCD monitor. For the 5 camera system there will be two 17 monitors and for the 3 camera system there will be one 17  monitor. (Total of 3 for the package) 5. Non-conductive wall mounts for cameras. Need a total of 11 wall mounts for the entire package. Wall mounts will have an arm that extends no less than 4.5 feet for the five camera system (eight each of this si ze) and no less than 3 feet for the three camera system (three each of this size). The length of the arm will be measured from the mounting base to the center of the cameras mount. The mounts will be constructed to allow either vertical or horizontal moun ting of the cameras. 6. Non-conductive monopod stand for the camera. One stand per system (total of two for the package). 7. One complete set of cables as normally provided per camera system for control and video monitoring. This should include fiber optics, power supplies, video cables between monitor and controllers and any other cables as required to make a fully functional system with the capabilities as outlined above, based on the standard cables as provided. 8. Shipping Cost (vi) Descrip tion of requirements: N/A. (vii) Delivery is required by April 21, 2005. Delivery shall be made to US Army Research Laboratory, Shipping and Receiving, Aberdeen Proving Ground, Bldg 434, APG, MD. Acceptance shall be performed at Aberdeen Proving Groun d, MD. The FOB point is FOB Origin. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following add enda have been attached to this provision: NONE. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certificati ons -Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: NONE.
