Description

Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of work: Project involves the construction of SOF Resistance Trai ning Facility at Fort Bragg, NC. The project consists of an 8,311 SF instructional building of steel frame with insulated masonry walls, concrete foundation and structural floor, and standing seam metal roof. Project will include fire protection system, information systems, and utilities (storm drainage, septic system, well water system, plumbing, heating, ventilation and air conditioning, electrical). Anti-terrorism/force protection features are included. The project will be solicited and procured usin g a Performance Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. The te chnical proposal will be evaluated utilizing the factors set forth below. Factor 1: Construction Past Performance; and Factor 2: Corporate Relevant Specialized Experience. FACTOR 1: Construction Past Performance is more important than Factor 2, Corporate Relevant Experience. FACTOR 2 CORPORATE RELEVANT SPECIALIZED EXPERIENCE. Price is equal in importance to ALL TECHNICAL FACTORS when combined. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserve s the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with offeror. Options will be included. Estimated cost range of pro ject is from $1,000,000 to $5,000,000. Network Analysis System will be required. The contract issued will be Firm Fixed Price. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will be available on or about February 22, 2005, on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, flopp y disks, faxes, etc.) will be provided. It is the offerors responsibility to check the Internet address provided above as necessary for any posted changes to this solicitation and all amendments.
