- The Vicksburg Consolidated Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.501(a)(1) to StarDot Technologies, 6820 Orangethorpe Avenue, Ste H, Buena Park, California 90620-1367. This procurement is being con ducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Coastal and Hy draulics Laboratory (CHL) requirements consists of: 1) Twenty (20) digital cameras- that must be a true stand-alone device that will plug into a modem or network directly. The camera must be network addressable and configurable from a remote location. All access and control must be protected to prevent outside interference. All operation settings of the camera must be addressable through a web portal with password protection. The camera system must support the ability to upload images to a web server based on a schedule the user sets. The camera must support static and dynamic DNS service for multiple applications where the IP address might not be static. Must have at least two serial ports to allow for a motorized zoom lens and connection to additional se rial devices. Must have the ability to overlay date and time on the saved image. The date and time are set through the web application but are sinkable through the server if necessary; 2) Twenty (20) motorized Zoom lens- that is needed to allow for the use r to focus on specific areas of interest. The iris and focus must also be adjustable for varying light conditions at the site. These controls must be accessible through a web portal because of the remote nature of the installations; 3) Twenty eight (28) he avy duty outdoor camera enclosures- designed to keep the cameras protected from the elements. The mounting bracket can be used to secure the camera housing on a vertical or horizontal surface. The camera/enclosure angle is easily adjusted. Delivery is not later than 1 March 2005. The Government intends to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive quotations. However, interested parties may submit their capabilities and qualifications to provide this supply or service in writing to the identified point of contact not later that 1600 hrs CST on 8 February 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a compe titive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in re sponse to this notice. No RFQ will be issued based upon this Notice of Intent.
