Description
The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to place a delivery order under Basic Ordering Agreement N68335-04-G-0016 with McDonnell Douglas Corporation, a wholly owned subsidiary of The Boeing Company. The delivery order will be for unscheduled maintenance and repair, modification, management services and failure analysis of spares for the Reconfigurable Transportable Consolidated Automated Support System (RTCASS), Multi Analog Capability Instrumentation Kit (MAC) and Self-Maintenance Automatic Test/Calibration (SMAT/CAL). These services will be in support of TECHEVAL/OPEVAL testing of low rate initial production RTCASS stations. The base requirement will be procured to support stations installed in FY05 with an option to support additional stations in FY06. An option will also be included for the effort to transition the performance based logistics elements to Government control. The Government intends to solicit and negotiate this requirement on a sole source basis with The Boeing Company, St Louis MO under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Boeing is the prime integrator of the RTCASS, MAC and SMAT/CAL. The Government does not own the technical data package and the design is not yet finalized. Boeing is the only source capable of screening each spare part down to the component level to ensure correct configuration and functionality with RTCASS, MAC and SMAT/CAL, while meeting the US Navy's testing schedule. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
