Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, from which quotes are being requested, and a written solicitation will not be issued. This announcement is a Request for Quote (RFQ). The solicitation number is #AB133R-05-RQ-1208 and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2001-27 dated 12/28/04. The resulting contract will be a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contract, with a Base Year and two (2) One-Year Options. The maximum order per year is 1,000 scrap wheels with the minimum order per year to be 50 scrap wheels, consisting of any combination of the listed wheel types at the scheduled rates. The quantities and types noted below are for vendor information/planning purposes only. It is not intended to state an exact indication of Government requirements. Type A ? Approximately 50 to 250 wheels; Type B ? Approximately 200 to 500 wheels; and Type C ? Approximately 50 to 250 wheels. FOB Destination is the NOAA/Pacific Marine Environmental Laboratory in Seattle, Washington. Delivery shall be made within 90 calendar days of the signed order. Order(s) will be placed based on a specified number of wheels and paid per pound delivered of each TYPE. The North American Industry Classification System (NAICS) code is 423930 with a size standard of 500 employees. This requirement is a Total Small Business Set-aside (See Number Note #1). This acquisition will be awarded under simplified acquisition procedures (Part 13). 1.0 SPECIFICATIONS Provide whole scrap railroad wheels that comply with the following specifications: TYPE A--Scrap railroad wheel with shaft flame cut or better 42 inches from inside of wheel. Cut should be level +/- one-half (1/2) inch. Approximate weight is 1100 pounds. Maximum shaft diameter at cut not to exceed seven and one-half (7-1/2) inches. Axel must be flush cut on bottom to allow wheel to sit flat on a flat surface. Wheel axel shaft shall contain a drilled hole of one and nine-sixteenths (1-9/16) inches diameter through the center of the shaft with the hole centered +/- one-quarter (1/4) inch, two and one-half (2-1/2) inches below the cut edge of the axel, and parallel to the base to the wheel. The hole shall allow for insertion of a fourteen (14) inch long, one and one-half (1-1/2) inch diameter steel rod completely through the shaft. The knuckle on the shaft shall not exceed a diameter that allows the wheels specified as Types B and C to rest directly on the wheel at the base of the shaft. TYPE B--Scrap railroad wheel with axel pressed out. Minimum hole diameter eight and one-fourth (8-1/4) inches, with a weight of 840 pounds, +- 30 pounds. TYPE C-?Scrap railroad wheel with axel pressed out. Minimum hole diameter of eight and one-fourth (8-1/4) inches, with a weight of 710 pounds, +-30 pounds. 2.0 Order and Delivery: Delivery order(s) will be issued in writing by the Contracting Officer on an as-needed basis. Scrap Railroad Wheel order(s) are to be delivered FOB Destination, to the COTR, appointed at award, at NOAA, Pacific Marine Environmental Laboratory, 7600 Sand Point Way NE, Seattle, WA 98115-0070. Delivery shall be made FOB-Seattle, at the expense of the contractor, within 90 calendar days after receipt of a signed delivery order. Delivery of all items to this site shall be on flatbed trucks or dump trucks. Items will not be unloaded from enclosed van(s). 3.0 Period of Performance: The period of performance will be effective from the award date of the contract through a one (1) year period. 4.0 Options: The Government may require continued performance of this contract for two (2) additional one-year periods at the rates established under the Schedule. Exercising an option will be at the discretion of the Government and may be done anytime during the contract?s current performance period. 5.0 Payment: Invoices shall be submitted in accordance with FAR 52.212-4(g), and payment shall be based upon actual scale weight of wheels delivered. Invoices shall reflect the number of wheels delivered and the total costs per pound associated with each line item (type of wheel) separately. The contractor shall furnish evidence (weight slip) of certified scale weight from an independent truck scale for each schedule line item delivered per invoice submission. Note: Price per Pound shall include all costs associated with transportation/delivery to Pacific Marine Environmental Laboratory (PMEL) in Seattle, Washington; and the Total Price is to be calculated by multiplying the following: number of pounds by quantity by price per pound = Total Price. The following FAR provisions and clauses are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial and the following Addenda: Offers must include with their offer an originally signed SF-1449, a completed Schedule, a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications Commercial Items, FAR 52.225-2, and Past Performance Form (See [NOTE] at conclusion of the synopsis/solicitation). FAR 52.212-2, Evaluation Commercial Items applies as follows: (a) The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose submission conforms to the stated technical quality (specifications), and is considered most advantageous to the Government for quoted price, and past performance. Evaluation of quotes will be per FAR Subpart 13.106. (b) Options. The Government will evaluate, for award purposes, by adding the total price for all option years to the total price for the base year requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance, which unless specified otherwise is 60 days after quotes are due, shall result in a binding contract without further action by either party. Before the specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-4, Contract Terms and Conditions Commercial items and the following Addenda are applicable: FAR 52.216-18, Ordering - effective date of contract through a one (1) year period.; FAR 52.216-19, Order Limitations - (a) Minimum Order: 50 scrap wheels; (b) Maximum order: The contractor is not obligated to honor (1) Any order for a single item in excess of 1,000 scrap wheels, (2) Any order for a combination of items in excess of 1,000 scrap wheels, or (3) A series of orders from the same ordering office with thirty (30) calendar days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this provision, and (d) seven (7) calendar days after issuance of the order; FAR 52.216-22, Indefinite Quantity - (d) 90 calendar days after contract completion. Minimum and maximum ordering limitations will be based upon the total number of any combination of wheels (Type A, B, or C) from the Schedule not to exceed 1,000 wheels without mutual agreement of both parties. FAR 52.219 4, 52.219 23, 52.222 21, 52.222 26, 52.222 35, 52.222 36, 52.222 37, 52.225-13, 52.232 34; CAR clauses 1352.201-70, 1352.201-71, and 1352.233-71 are applicable to this synopsis/solicitation. FAR 52.204-7, Central Contractor Registration (CCR) is applicable; therefore, all vendors wishing to do business with any Federal Government Agency must be registered in CCR.
